This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Serve as principal adviser to the Commander, staff, and directorates in the areas of USAISEC management, business operations and strategic planning.
Senior civilian official, coordinating and facilitating a wide range of activities across the functional and organizational lines involving the management of and operations of the command.
Provides oversight and direction for the management aspects of command functions, involving complex information systems engineering programs and projects conducted on a worldwide basis.
Determines program emphasis and operating guidelines, and determines the need and develops plans for organizational changes, ensuring optimum utilization of resources and process efficiency.
Makes decisions on work problems presented by subordinate supervisors.
Reviews and approves selections, promotions, and reassignments of key personnel, including GS-15 directors and program chiefs, develops performance standards and evaluates employee performance.
Serves as the higher-level reviewer/senior rater on performance evaluations made by subordinate supervisors.
Serves as the Command's Acquisition Career Management Advocate (ACMA).
Establishes and implements USAISEC policies relative to processes, procedures, tools and supporting analysis required to ensure effective and efficient management and control of the technical mission and internal support services.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Special Sensitive/High Risk, Sensitive Compartmented Information. Intelligence Community Directive 704 security clearance.
- This position is supervisory one year probation may be required.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

About the Position: This position is critical and serve as principal adviser to the Commander, staff, and directorates in the areas of USAISEC management, business operations and strategic planning.

In addition to meeting either of the basic requirement education, to qualify for this position you must also meet the qualification requirements listed below:
To qualify based on your experience, your resume must describe at least one year of experience equivalent to the NH-03 grade level or equivalent pay band which prepared you to do the work in this job.
Specialized experience in 1) Provides oversight and direction for the management aspects of command functions, involving complex information systems engineering programs and projects conducted on a worldwide basis.
2) Leads through subordinate managers/supervisors implementing significant personnel management programs that assigns, prioritizes, and distributes work, resolving grievances and making decisions on work problems, while advising the Commander of the organization management, business operations, and strategic planning
3) As the senior official coordinates, negotiates and facilitates a wide range of activities across the functional and organizational lines involving the management of and operations of the command.

Basic Education Requirements for an Engineering (800 Series):
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)
Basic Education Requirement for a Computer Scientist (1550 series):
Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.
