This position is part of the Appraisal and Valuation Services Office, Office of the Secretary of Interior. The incumbent will be responsible for providing administrative support service functions for the entire office. This vacancy will be filling 4 positions. These positions will be filled from one or more of the 10 locations listed.

Duties

Coordinates various budget and finance activities with the Business Services Office (BSO) and is responsible for assisting with the development of budget estimates and current year tracking of the office budget. Analyzes and evaluates administrative program requirements to include studying and developing ways to improve the accuracy and efficiency of required processes. Coordinates travel as necessary for the supervisor and staff, arranges for schedule of visits, makes hotel reservations, notifies officials to be visited, and keeps in touch with the supervisors. Serves as the Receiving Official in FBMS on valuation services, assures timely issuance of purchase orders, monitors ongoing contracts and coordinates with AVSO contracting. Responsible for office acquisition of goods and services and serves as a property (equipment/space) liaison or is the property officer.

At the GS-11 level you must meet one of the following qualifications: A. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: gathering information, identifying and analyzing issues, and developing recommendations to resolve substantive administrative problems of effectiveness and efficiency of work operations; deciding on appropriate course of action based on the program needs and administrative requirements; interpreting written guides and regulations and modifying existing procedures and/or developing or recommending new techniques or policy that may deviate from traditional administrative practices, yet meet regulatory/policy requirements.; OR B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related in one of the following fields: business administration, financial management, or similarly related fields of education; OR C. A Combination of education and experience as list above. Only experience and education obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
