This position is located at Bureau of Engraving and Printing, within the Employee Services Division. As a Human Resources Specialist, you will provide consultative advisory services on a variety of human resources programs and systems to supervisors, managers, Administrative Resource Center (ARC), and other human resources specialists in support of the Bureau of Engraving and Printing's human resources program.
Duties
The following are the duties of this position at the GS-12.
If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Human Resources Specialist, you will:
Provide consultation, advice, guidance, and recommendations to managers on areas such as workforce planning, competency gap analysis, designing assessment strategies, and the use of employment flexibilities to attract, recruit, and retain a highly qualified workforce.
Troubleshoot and develop solutions to difficult and complex staffing, recruitment, and retention issues.
Plan and conduct classification studies utilizing analytical and diagnostic techniques and qualitative/quantitative methods to identify short- and long-range position classification and position management needs.
Develop unusual or imaginative approaches to evaluating and resolving complex, interrelated classification and position management problems.
In coordination with ARC, you will assist managers with identifying competencies required, conducting job analysis, writing position descriptions, developing and executing an assessment strategy, developing interview questions, and developing recruiting/outreach plans. These duties cover a variety of scientific, technical, professional, administrative, and clerical positions for employees in the General Schedule as well as positions under the Federal Wage System.
Qualifications

Specialized experience for the GS-12 is one year (52 weeks) of experience at the GS-11 level or equivalent, in the public sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:
-Experience managing Human Resources programs providing staffing and classification services; AND
-Experience applying regulations, principles, practices and procedures; AND
-Experience assisting managers in monitoring and supporting human resources initiatives.
Specialized experience for the GS-11 is one year (52 weeks) of experience at the GS-09 level or equivalent, in the public sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:
-Experience applying regulations, principles, practices and procedures; AND
-Experience assisting managers in monitoring and supporting human resources initiatives.
OR
Ph.D. or equivalent doctoral degree OR
3 full years of progressively higher level graduate education leading to such a degree; OR
LL.M., if related; OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
Specialized experience for the GS-09 is one year (52 weeks) of experience at the GS-07 level or equivalent, in the public sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:
-Experience assisting managers in monitoring and supporting human resources initiatives.
OR
Master's or equivalent graduate degree; OR
2 full years of progressively higher level graduate education leading to such a degree; OR
LL.B. or J.D., if related; OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
