This position is within the Office of Finance and Management (AFN), Acquisition Policy and Oversight (AAP).
Duties
The incumbent will lead changes to the Acquisition Management System (AMS) involving the procurement of supplies, services, construction, research and development, and real property for all phases of procurement from planning, source selection, and award through the administration or termination and close out of contracts. Performs legislative and policy research and analysis and prepares draft policy, guidance, forms, and other documentation for the Federal Aviation Administration's (FAA's) AMS. Applies innovative thinking to develop and improve FAA acquisition policy and guidance. Incumbent works with other team members to ensure policy and guidance support of FAA's ability to acquire and maintain all of the products, services, and real property it needs to meet its mission, including complex major air traffic system programs. Manages the content of automated tools and job aids for the acquisition workforce. Develops and provides advice on agency-wide procurement policy and guidance.

Training courses reflect a government-wide standard and each level of certification must be met to qualify for the next level. Applicants must document successful completion of core course work or evidence of certification.SPECIALIZED EXPERIENCE REQUIREMENT: To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS 13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.Specialized experience includes: Experience researching, providing advice and guidance on acquisition policies, processes, practices, and procedures.Employees in 1102 series positions will be considered to have met the basic requirements for positions they occupy on January 1, 2000, if specialized experience requirements are met. This applies to other positions at the same pay band/grade in the FAA or other Federal agencies.
