This position located in the Office of the Vice President within the Department of Administration and Finance (A&F)., Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-14/15, MCC uses a pay banded system to compensate employees. This position is pay band 3B/3A which is generally equal to GS-14/15.

Duties

Assists the Vice President (VP) and Deputy Vice President (DVPs) in conducting research and coordinating activities related to finance, budget, information technology (IT), human resources (HR), contracts, and security. Monitors A&F operations to keep the VP and/or DVPs informed about the progress, challenges, and potential need for intervention. Provides consultation and advisory services for departmental projects and procedures through a range of unique tasks, potentially involving extensive research and analysis. Assesses and appraises business processes to enhance information exchange and program implementation within the department and across the agency. Provides project management support on strategic initiatives; monitors progress towards meeting goals and achieving benchmarks, analyzing data, ensuring follow-through on the part of key players. Keeps management apprised of progress, problems, and/or the need for intervention. Provides recommendations for enhancing departmental projects and processes through diverse special assignments that may involve extensive research and analysis. Develops and maintains written portfolio management system policies, procedures, and processes. Works with departments to conduct ongoing review of policies and guidance documents with a goal of ensuring applicability to changing conditions and corporate needs. Coordinates with A&F divisions, MCC departments, and external public and private organizations (including other U.S. agencies) to share information; represents A&F the VP and/or DVPs at meetings, as requested. Prepares project plans and timelines, specifying project deliverables; responds to questions; and identifies technical assistance needs to support business needs, as required. Tracks and provides project management support to special initiatives; monitors A&F's progress towards meeting goals and achieving benchmarks, analyzing data, ensuring follow-through on the part of key players. Performs related duties as assigned.

Requirements

  • Must be able to obtain and maintain a federal security clearance
  • More than 1 job may be filled if additional vacancies occur within 120 days

Qualifications

To qualify for pay band 3B applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4A (GS-13) or an equivalent level which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, this experience is defined as: applying administrative laws, policies, regulations, and precedents applicable to the administration of one or more administrative programs areas; providing project management support on strategic program initiatives, monitoring progress towards meeting goals and achieving benchmarks, analyzing data and ensuring follow-through on the part of key players; integrating and supporting cross-department functions, e.g., budgeting, hiring, procurements, task, and workload mgmt.; meeting planning, synthesis, and follow-up; etc.; preparing analyses, project plans, oversight and timelines, etc.; and preparing strategic communications, e.g., preparing presentations, talking points, etc. Note: This experience MUST be well documented within your resume or application. Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent Pay Band 4A to or GS- 13 to be eligible for Pay Band 3B. You must have one year of Federal service equivalent Pay Band 3B to or GS- 14 to be eligible for pay band 3A.
