The incumbent provides leadership, direction, supervision, guidance, consultation, assistance, and coordination for all aspects of the afloat integrated prevention program. The incumbent performs the full range of duties, responsibilities, and tasking associated with maintaining a high quality, proactive, primary prevention workforce, such as analyzes, evaluates and advises management on the effectiveness of embedded integrated primary prevention programs and personnel.

Requirements

  • This is a non-critical sensitive position requiring access to IT II system and/or PII. Position may require employee to obtain/maintain a Secret Security Clearance. An ANACI is required via the SF86 Security Form.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • Must have or be able to obtain and maintain a current state driver’s license to facilitate travel to coordinate tasks/actions with personnel and stakeholders within the region.

Qualifications

A qualified candidate must possess: Knowledge of personnel policy and practices to handle human resources requirements in a government environment (e.g., recruitment, performance management, evaluation). Knowledge of the primary prevention initiatives, policy, resourcing and administration of service prevention. Knowledge of associated laws, regulations, and policies used by the Department of Defense (DoD), Department of the Navy (DON) and other U.S. government agencies to effectively manage individuals and teams in the workplace. Knowledge of techniques to mentor, motivate and coach subordinate employees and skill in leadership practices to develop a headquarters staff into a cohesive team committed to quality programs for customers in the field. Knowledge and understanding of the requirements and operations of DoD and DON programs related to integrated primary prevention. Knowledge of prevention services, current prevention and intervention skills, techniques, and theories. Knowledge of Federal and agency regulations and the specific organization's programs and missions. Knowledge of pertinent laws, regulations and policies related to the program operations area to consider their impact on programs. Knowledge of qualitative and quantitative techniques for measuring and improving effectiveness, efficiency and productivity of assigned programs. Knowledge of CNIC's EEO policy and procedures. Knowledge of military community support programs. Skills with prevention activities to include suicide prevention, family and interpersonal violence, sexual harassment, sexual assault prevention, substance abuse, health promotion, and others as assigned. Skill in applying a wide range of qualitative and quantitative measures and indicators for the assessment, restructuring and improvement of complex operations. Skill in designing and conducting comprehensive studies and preparing solutions related to broad operational and contingency issues. Skill in analyzing and interpreting a wide variety of issues and formulating policy or procedural solutions. Ability to independently plan, develop, prioritize and manage continuing projects, operations and programs. Ability to work with service members and military families. Ability to develop concepts in program management and implementation, requirements determination, policy development and supervisory skills. Ability to prepare and effectively deliver recommendations at management briefings. Ability to perform the full range of supervisory duties. Ability to communicate effectively both orally and in writing.
