Duties

Manages the OIG's federal staffing and recruitment program (i.e., Delegating Examining) in compliance with all applicable laws, regulations, and policies. Provides expert advisory services to OIG managers on complex staffing issues, including staffing and recruitment, position management, processing, and payroll. Develops innovative recruitment strategies to attract a diverse pool of qualified candidates using various authorities (i.e., direct-hire, non-competitive, VRA, etc.). Conducts job analyses and prepares position descriptions, vacancy announcements, and other recruitment materials. Prepares reports and presentations on staffing activities, trends, and outcomes for senior management and employees. Serves as the OIG expert for all OIG payroll issues and is the primary interface between NFC (payroll and personnel), OIG managers, and employees concerning every aspect of payroll operations to include employees' pay, accounting issues, and resolution of data discrepancies.

  • You may be required to serve a one-year supervisory probationary period.
  • You must provide a copy of your completed annual performance appraisal that has been signed and dated within the last 12 months and shows your final rating OR provide a statement explaining why you are unable to provide a copy.

Qualifications

In order to qualify for this position, your resume must provide sufficient evidence of experience, knowledge, skills, and abilities needed to perform the duties of the position. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. To qualify at the GS-14 level: SPECIALIZED EXPERIENCE: You must have one full year (52 weeks) of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as: Staffing and Recruitment - Comprehensive experience in managing a federal staffing and recruitment program, including overseeing the development and implementation of strategies to recruit for hard-to-fill positions. Demonstrated expertise in utilizing various hiring authorities such as Direct Hire, Non-Competitive, Schedule A, etc. as well as incentives and special placement programs to meet staffing needs. This includes experience in conducting job analyses, developing assessment tools, and managing the end-to-end recruitment process. Delegated Examining Program - Proven experience in managing a Delegated Examining (DE) program, ensuring compliance with all applicable laws, regulations, and policies. Classification - Experience in performing position classification duties, including analyzing and evaluating positions, preparing classification documents, and advising managers on position management and organizational structure. Mentoring and Leadership - Experience mentoring and developing entry-level HR employees, providing guidance on staffing, recruitment, and personnel processing. Demonstrated ability to lead and supervise HR teams, ensuring the accurate and timely processing of a variety of personnel actions. HR Consultative Services - Adept at providing top-notch consultative services to managers on a wide range of recruitment methods. This includes advising on the use of special placement programs, incentives, and alternative hiring strategies to attract and retain qualified candidates. Selective Placement Factor: In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position. The selective factor is defined as: Current Delegated Examining certification by the U.S. Office of Personnel Management. You must submit proof of certificate with your application. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled. All qualification requirements must be met by 11:59 pm (Eastern Time) on 08/29/2024 of this vacancy announcement.
