The purpose of this position is to serve as a System Modernization Project Manager responsible for developing, planning, management and monitoring the overall Information Technology (IT) program for OWCP. This position is inside the bargaining unit.

Duties

For Systems Modernization Project Manager, GS-15: -Serve as the Agency's systems and project manager for the IT modernization program responsible for providing overall direction, oversight, and guidance on the Agency business procedures and practices. -Provide senior leadership with analysis, monitoring, and reporting of IT Modernization systems. Interacts with management and solicitsinformation to fully understand the Agency's IT business needs. Communicate Agency business requirements and ensures Agency operations are aligned around cross-functional, end-to-end users to enable informed decisions. -Responsible for the development of end-user testing scenarios, new testing methodologies, diagnosing of system defects and improving the IT system products prior to implementation. Identify and report any potential issues or glitches before they become larger problems in business operations, ultimately improving the agency overall operations in the long run. -Apply process improvement and reengineering methodologies and principles to conduct process modernization projects across the organization to include activity and data modeling, developing modern business methods, identifying best practices, creating and assessing performance measurements, and striving for continuous improvement. -Create definitive plans and approaches for the business systems process reengineering, which includes adapting techniques and methodologies for successfully achieving Agency goals and management objectives. Plan, design, and conduct comprehensive studies, strategic assessments, and analyses (e.g., organizational analysis, trend analysis, task analysis, cost-benefit analysis, etc.) to support IT Modernization initiatives and to identify system performance challenges throughout the Agency.

Qualifications

For Systems Modernization Project Manager, GS-0301-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Examples of specialized experience include: -Experience in applying qualitative and quantitative methods and techniques to identify, advise and create solutions to problems and initiatives regarding IT systems. -Experience in applying budget and economic principles and techniques to evaluate business systems operations, costs, and benefits, and to formulate recommendations. -Experience in project management; demonstrate ability to independently plan and lead teams; organize work and set priorities; determine short- or long-term goals and strategies; identify resource requirements; and coordinate work from diverse stakeholders. -Experience applying end-to-end business process tools, reporting principles, change management, continuous process improvement, business process reengineering techniques, and methodologies to apply analytical and evaluative methods to a range of complex assignments.
