The position of Supervisory Vocational Rehabilitation Specialist serves as the Program Manager for the Compensated Work Therapy (CWT) Program at the South Texas Veterans Health Care System. The role involves overseeing multiple vocational rehabilitation programs, managing clinical, rehabilitative, and business responsibilities, supervising staff across various locations, and ensuring compliance with VA and accreditation standards.

Duties

Develop policy and procedure. Analyze data and information. Lead groups to meet organizational goals. Present findings to individuals and groups. Develop budgets and strategic goals. Manage organizational assets to meet strategic goals and performance measures. Perform demand/capacity analysis, templates, and scheduling. Review and provide strategies to reduce backlog. Oversee and monitor existing workflow issues. Research and prepare comprehensive reports Work Schedule: Monday - Friday, 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify, you must possess the individual occupational requirement and specialized experience requirement, as described below. Individual Occupational Requirements Education Undergraduate and Graduate Education: Major study -- vocational rehabilitation, vocational or educational counseling, or other fields related to the position. or Experience Specialized Experience: Examples of qualifying specialized experience include: Work that required obtaining and applying occupational information for people with disabilities, knowledge of the interrelationships of the involved professional and specialist services, and skill in employing the methodology and techniques of counseling to motivate and encourage individuals served by the program. Experience that demonstrated knowledge of the vocational rehabilitation problems characteristic of the disabled, including familiarity with available resources and skill in identifying, evaluating, and making effective use of such resources to serve individuals with disabilities; or of the disadvantaged, including knowledge of adjustment problems of the educationally or culturally disadvantaged, familiarity with available adult education and training resources, and ability to recognize problem areas needing special attention. Experience in vocational guidance or teaching in a recognized vocational rehabilitation program or school, developmental or supervisory work in programs of vocational rehabilitation or training programs for the disadvantaged, or personnel or employment placement work that provided extensive knowledge of the training and adjustment requirements necessary to place persons having disabilities or social adjustment problems. AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: broad and intensive knowledge, theoretical and practical, of the characteristics, potentials, and limitations of the components of Vocational Rehabilitation, Job Analyses and Development, Job Skill Development and Enhancement procedures, and Employment Placement processes both of an internal (i.e. TW) and external (i.e. SE) nature; knowledgeable about the clinical management of Veterans with occupational deficits, utilization of available resources in the creation and sustenance of job opportunities for Veterans, and the processes, methods, techniques, and procedures applied in planning, analyzing, and facilitating new work opportunities and processes for Veterans challenged by chronic unemployment, mental health difficulties, past substance abuse, and extant psychosocial challenges, including homelessness; Evaluate the appropriateness of Veterans for possible entry into any of the CWT programs and components as described above; Conduct and oversee vocational assessments of patients through observation, supervision, and follow-up in the CWT placements. You will be rated on the following Competencies for this position: Interpersonal SkillsLeadershipProblem SolvingReasoningTherapy and Counseling Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The physical demands of the position involve standard office requirements of sitting, typing on keyboards, using the telephone, retrieving files, and filing documents. No unusual physical demands are placed on the employee. The position involves some walking and local travel to oversee Transitional Work worksites, visit community vendors and events, and other VA local facilities. There is stress involved when dealing with irate patients or staff, particularly concerning psychiatric patients in exacerbation or who feel their CWT pay was either missing or inaccurate. There is additional stress involved in the meeting of business and payroll deadlines. Work Environment: The work is primarily in an office setting. At various times the incumbent is required to walk or drive in order to visit other areas of the CWT operations, other parts of the medical center or community businesses. This includes all facilities, CBOC's and/or clinics that fall under the South Texas Veterans Health Care System.
