The incumbent oversees the structure, budget, and evaluation of CWT/VR Services, serving as the supervisor and manager of Transitional Work and Community-Based Employment Service programs and other programs as assigned. Their duties include directing and managing CWT/Vocational Rehabilitation initiatives within VHA VR Service/CWT. They supervise a team responsible for Transitional Work, Community-Based Employment Service and other programs as assigned.
Duties
Oversee organization, planning, and financial management of CWT/VR Services, ensuring compliance with relevant accreditation bodies like Joint Commission, CARF, and OIG.
Direct and supervise a diverse team handling Transitional Work, CBES and other programs as assigned.
Assign, review, and plan work for subordinates, including performance evaluations and disciplinary actions.
Develop and execute training programs for employees in both clinical and community settings.
Conduct evaluations to determine Veterans' suitability for different CWT programs based on their functional level, motivation, and work potential.
Administer and oversee vocational assessments of patients, including developing individualized treatment plans.
Ensure compliance with Fair Labor Standards Act and VA regulations, including time and motion studies, payroll control, and patient productivity assessments.
Perform duties as a vocational rehabilitation specialist when required due to staffing or workload changes.
Monitor patient progress in vocational rehabilitation plans through regular meetings with involved parties.
Conduct educational classes and services for Veterans in CWT programs and provide crisis counseling as necessary.
Coordinate patient work schedules with participating hospital services and develop discharge plans for a smooth transition to community employment.
Build and maintain relationships with community companies and agencies to secure contracted work for assigned patients.
Work Schedule: Monday - Friday, 7:30am to 4:00pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Education. Undergraduate and Graduate Education: Major study -- vocational rehabilitation, vocational or educational counseling, or other fields related to the position.
OR,
Specialized Experience: Examples of qualifying specialized experience include:
Work that required obtaining and applying occupational information for people with disabilities, knowledge of the interrelationships of the involved professional and specialist services, and skill in employing the methodology and techniques of counseling to motivate and encourage individuals served by the program.
Experience that demonstrated knowledge of the vocational rehabilitation problems characteristic of the disabled, including familiarity with available resources and skill in identifying, evaluating, and making effective use of such resources to serve individuals with disabilities; or of the disadvantaged, including knowledge of adjustment problems of the educationally or culturally disadvantaged, familiarity with available adult education and training resources, and ability to recognize problem areas needing special attention.
Experience in vocational guidance or teaching in a recognized vocational rehabilitation program or school, developmental or supervisory work in programs of vocational rehabilitation or training programs for the disadvantaged, or personnel or employment placement work that provided extensive knowledge of the training and adjustment requirements necessary to place persons having disabilities or social adjustment problems.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: broad and intensive knowledge, theoretical and practical, of the characteristics, potentials, and limitations of the components of Vocational Rehabilitation, Job Analyses and Development, Job Skill Development and Enhancement procedures, and Employment Placement processes both of an internal (i.e. TW) and external (i.e. SE) nature; knowledgeable about the clinical management of Veterans with occupational deficits, utilization of available resources in the creation and sustenance of job opportunities for Veterans, and the processes, methods, techniques, and procedures applied in planning, analyzing, and facilitating new work opportunities and processes for Veterans challenged by chronic unemployment, mental health difficulties, past substance abuse, and extant psychosocial challenges, including homelessness; Evaluate the appropriateness of Veterans for possible entry into any of the CWT programs and components as described above; Conduct and oversee vocational assessments of patients through observation, supervision, and follow-up in the CWT placements.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
