The primary purpose of this position is: To serve as Chief, Occupational Safety Division in the Directorate of Safety at a major command (MAJCOM) with responsibility for directing the activities of the Division.

Duties

As Division Chief, plans, organizes, and directs the activities of the MAJCOM's Occupational Safety Division, ensuring that Occupational Safety policies and programs comply with legal and regulatory requirements and meet customer needs. Exercises supervisory personnel management responsibilities. Establishes, develops, and maintains effective working relationships with OSD/OUSD/P-R, HAF/IE, HAF/SE/SEI, AFSEC/SE/SEG/SET, AFPC/DP2ZC, AETC/CC/CD, AFIMSC/SE, and MAJCOM/sister service safety counterparts. Serves as the AETC Chief of Occupational Safety with duties, responsibilities, and authorities to oversee, manage, plan, organize, administer, evaluate, and coordinate Federal, DoD, Air Force Occupational Safety and Health (AFOSH) Occupational programs for all areas of a MAJCOM program engaged in very complex activities which critically affect a major military readiness program. Provides technical occupational safety and health expertise regarding Federal, DoL, DoD, DoE, DoT, NATO, Host Nation, and Air Force criteria with responsibility covering diverse occupational safety and health programs and a large population spanning the entire command. Exercises AETC MAJCOM-wide responsibility for occupational mishap response and investigation of all occupational safety related events as required by Federal, DoD, and Air Force instructions, directives, policies, standards, and requirements.

  • This position is key. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent
  • Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the Safety & Occupational Health Management Series 0018 and the Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: 1) Managing safety or occupational health program elements. 2) Developing and recommending safety and occupational health policy to higher levels of management. 3) Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. 4) Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. 5) Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. 6) Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. 7) Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. 8) Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. 9) Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. 10) Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. Note: Your resume must show supporting detail of your experience. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of Federal, DoD, and Air Force principles, practices, procedures, laws, regulations, and current legislative issues which provide the capability to recommend substantive program changes or alterative new courses of managerial action requiring the extension and modification of existing safety and occupational health management techniques critical to the resolution of safety and occupational health management problems. Expert knowledge of federal, DoD, and Air Force safety and health requirements, methods, techniques, and procedures which includes: environmental safety, occupational safety, hazardous chemicals and toxic wastes, radiation protection, fire suppression and protection systems, and mishap investigation and reporting; etc. Knowledge of organizational and functional responsibilities and operations of the employing organization to identify problems and develop innovative solutions; and the ability to research, analyze, interpret and apply rules, regulations, and procedures, plan and organize work. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization as a first level supervisor. Ability to coordinate and integrate the work activities of several organizational segments or several different projects and to adjust work operations to meet emergency, changing program, or production requirements within available resources and with minimum sacrifice of quantity or quality of work. Ability to deal with widely diverse individuals and groups in gaining support for program goals and working out solutions to problems as well as gaining cooperation from others through tact, courtesy, diplomacy, and consensus. Ability to communicate effectively both orally and in writing, and through the use of computer software programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
