Duties
Summary Cont'd: diverse flight, ground, environmental, aircraft, industrial and weapons safety for a Numbered Air Force safety office covering widely dispersed and diversified activities throughout a national geographic area. Provide an advisory role to a number of tenant organizations.
Serves as Flight Safety Program Manager, Headquarters Nineteenth Air Force (19 AF), manages the command's flight safety programs and is an expert on flight safety issues. Plans, organizes, directs and evaluates the activities necessary to the overall management of comprehensive Aviation Safety programs for all areas of the NAF engaged in very complex activities which critically affect U.S Air Force military readiness.
Plans investigations and analyzes mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written evaluation reports concerning findings.
Uses expert knowledge of safety principles, laws, regulations, and precedent decisions to manage a program exclusively or to assist the Air Force program manager in providing technical and/or policy guidance.
Exercises 19 AF responsibility for mishap response and investigation in all areas required by Air Force regulations and requirements for which the command is responsible.

- Work occasionally requires travel from the normal duty station. Travel by military and/or commercial aircraft may be required in providing staff advice to subordinate activities and attending conferences and meetings.

- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Rated aviator experience (e.g., pilot, navigator) and safety experience at the MAJ COM level are critical to the successful completion of the work.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0018, Safety and Occupational Health Management Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes extensive technical knowledge of the operations and techniques of military aviation and the relationship of these techniques and operations to problems encountered in the investigation of an accident in the conduct of special investigations or studies. The employee must have expert technical knowledge in the differences and complexity of aircraft, equipment, and systems operated within the MAJCOM, including mobility airlift and tanker aircraft.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of established aviation safety and Operational Risk Management principles, practices, procedures, laws, regulations and current legislative issues as they relate to management of MAJ COM level aviation safety programs.
Knowledge of the requirements, methods, and techniques of accident response, mishap investigation, formal reporting, and monitoring of mishap recommendations pertaining to mobility Airlift aircraft.
Knowledge of organizational and functional responsibilities and operations of the employing organization to identify problems and develop innovative solutions.
Skills and ability to plan, research, analyze, organize work, establish objectives or performance goals, assess progress, and meet deadlines to develop, implement, and coordinate a complete MAJCOM Safety program.
Ability to communicate effectively both orally and in writing to establish and maintain relationships with key individuals/groups outside immediate work unit, to work cooperatively as a member of a team, and to gain cooperation from others through tact, courtesy, diplomacy, and consensus.
Ability to coordinate and integrate the work activities of several organizational segments or several different projects and to adjust work operations to meet emergency, changing program, or production requirements within available resources and with minimum sacrifice of quantity or quality of work.
Ability to use computer software programs to review and analyze data, communicate with worldwide subordinate organizations and present information to senior officers clearly and succinctly.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
