This position is located with the Division of Quality Management Services with the Gallup Indian Medical Center in Gallup, NM. This position serves as the Deputy Quality Program Manager, Assisting the Chief Quality Management Officer providing technical expertise on performance improvement, risk management, infection control, safety, patient safety and staff development management programs ensuring accreditation readiness and compliance with all regulatory agencies for Gallup Service Unit.
Duties
Works in partnership with the Service Unit leadership, providing leadership in the development and measurement of the hospital's approach to quality management, performance improvement and patient safety.
Plans, directs, coordinates and integrates Gallup Service Unit performance improvement, risk management, infection control, safety, patient safety and staff development. Provides education program activities and oversees patient advocacy and patient experience.
Responsible for the appropriate use of quality tools (Ex. root cause analysis, failure mode effects analysis, statistical process control and other statistics and other lean six sigma tools) to conduct process improvement and benchmark appropriately.
Works with the Quality Managers in developing and maintaining resources and information center for Continuous Quality Improvement (CQI), Joint Commission, CMS and other accrediting & regulating agencies. Utilizes various databases, for the purpose of data analysis to identify potential areas for improvement and compliance evaluation and monitoring.
In collaboration with performance improvement (PI) staff (Hospital, Nursing and Medical PI) at the service units assists with development and review of PI plans/reports and data collection. Works with service unit quality managers, nursing leaders and clinical chiefs to provide technical assistance to each service unit on PI Program methodologies, accreditation readiness and tracking.
Recommends appropriate avenues of action to insure maximum health and safety for patients, employees and visitors through established policies, procedures, and coordinating efforts with PI team members and other work groups.
Qualifications

BASIC REQUIREMENT(S):
Education:
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-13: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience using Lean Six Sigma, preferred 2-3 years of system redesign experiences in a hospital set-up, competent in TJC/CMS accreditation knowledge, skills and abilities. Familiar with performance improvement tools, skills in coaching and facilitation. Performing planning and operation of quality improvement programs regarding health information management, electronic health records, quality improvement, and privacy functions at a patient care facilities.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
