This position is located with the Office of the Chief Executive Officer (CEO), Division of Quality Management at the Gallup Indian Medical Center (GIMC) in Gallup, NM. The purpose of this position is to serve as the Chief Quality Management Officer, a member on the CEO's leadership team and oversee and coordinate all administrative management and support services for the Division of Quality Management.

Duties

Note: This position will be Open Until filled. Responsible for Supervising, planning and overall management of oversight programs, and compliance performance improvement operations. This position serves as consultant and advisor on legal and regulatory issues to the CEO, Executive Leadership Team (ELT), supervisors and department heads. Working in partnership with the Gallup Service Unit's leadership, medical and nursing leadership team, provides leadership in the development and measurement of the hospital's approach to quality/performance improvement (Pl) and patient safety. Plans, directs, coordinates and integrates hospital-wide performance improvement, risk management, oversight programs (i.e.: infection control, safety, staff development) and education program activities and patient advocacy program within the Gallup Service Unit. Oversees the development of policies and procedures and recommends to supervisors a plan of action as they relate to the quality management program. Identifies areas of operations that are not in compliance and recommends to appropriate supervisor methods or techniques to correct the deficiencies. Works with the Chief Medical officer in monitoring and tracking Tort Claims, conducts and reports findings of investigation and collaborates with Indian Health Services Regional and U.S. Attorneys. Oversees Risk Management and Legal Affairs, oversees the investigation and reporting of events as required by regulatory agencies. Ensures that all data, statistics, reports and other risk management documents are appropriately managed in accordance to the Privacy and Freedom of Information Acts and other patient confidentiality rules and regulations.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Education: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-14: Applicant's resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Providing leadership in the development and measurement of a hospital's approach to quality and performance improvement and patient safety. Establishes and monitors the quality improvement activities and assures compliance with accreditation and regulations. Ensures that policies and procedures are current and meet all current laws, regulations and standards of care. Evaluate the programs effectiveness, investigates or analyze a variety of conditions and problems, and initiate corrective actions. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
