Duties

This Attorney Advisor position is located in the Chief Counsel Office, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Functions as an Attorney (Transportation Security Law) and provides legal counsel on all activities and matters involving immediate and long-term Homeland Security initiatives, operations, programs, and policies. Advises and serves as a liaison to DHS and TSA staff, as appropriate. Serves as legal representative to TSA management officials, including the Chief Counsel, recommending approaches to legal issues where precedents and prior interpretations must be innovatively adapted. Possesses the ability to be persuasive and, as necessary, persistent with clients while deftly balancing sensitive political, operational, and situational ramifications. Provides written and oral counsel, legal reviews, opinions, security standards, regulations, or decisions in the application of the U.S. Constitution, Federal laws, legislation, or policies to programs conducted or assisted by DHS components, and to DHS policies. Develops legally sound approaches regarding sensitive matters, such as national security issues, privacy and civil rights and liberties of the traveling public, and personnel and other matters involving senior executive officials. Develops legal arguments and recommendations for policy positions and operational decisions that have a substantial level of government and/or public interest. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

In addition to the Basic Education Requirement, to qualify for the SV-I Pay Band (equivalent to the GS-13), you must have one year of specialized experience at the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as: Provides fiscal and appropriations law advice to an organization on proper purpose, timing, and usage of large annual budget amounts and appropriated funds; and Reviews interagency and other agreements, including memoranda of agreement and understanding, between an organization and Federal or non-Federal entities to ensure the legal use of appropriated funds. In addition to the Basic Education Requirement, to qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as: Drafts and/or reviews legislative proposals involving congressional appropriations, including funds collected through the imposition of user fees; and Provides fiscal and appropriations law advice to an organization on proper purpose, timing, and usage of large annual budget amounts and appropriated funds; and Reviews interagency and other agreements, including memoranda of agreement and understanding, between an organization and Federal or non-Federal entities to ensure the legal use of appropriated funds. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Education

In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position:

BASIC EDUCATION REQUIREMENT: Applicants must have a Law Degree (e.g., J.D., LL.B.) from an American Bar Association (ABA) accredited law school; and must be an active member in good standing of the bar of the highest court of any state, territory of the United States, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
