Duties

This Supervisory Attorney Advisor position is located Chief Counsel, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Maintains expert knowledge of international laws affecting TSA operations and programs, advises key TSA senior leaders and DHS officials on international legal issues related to TSA activities and engagements with foreign governments and international organizations, and provides legal advice to the International Operations office and the International Policy and Programs Division and other TSA offices in their determinations regarding international policy development, strategies, and plans for addressing threats to transportation security. Advises clients at the Assistant Administrator (AA) level and is responsible for responding directly to the AAs/Deputy AAs and their staffs with immediate assistance. Possesses the ability to be persuasive and, as necessary, persistent with senior executive clients while deftly balancing the most sensitive political, operational and situational ramifications. Recognizes issues with national and international import and is responsible for providing relevant information directly to the Chief Counsel, the AAs and other senior staff. Oversees legal work directly impacting the mission of TSA HQ organizations and regularly having national and international implications on national and transportation security and the transportation industry. Has situational awareness regarding the impact of legal approaches and recommendations on multiple internal and external parties, and transportation or national security. Drafts, negotiates, and concludes bilateral and multilateral international agreements and other arrangements to advance TSA program and policy objectives globally consistent with overarching U.S. Government policies and laws, with high-ranking officials and diplomatic officers of foreign governments and regional and international organizations, in coordination with other USG agencies, including but not limited to the Department of State (DOS), Department of Transportation (DOT), and the Federal Aviation Administration (FAA), and other stakeholders as appropriate and necessary. Works with the International Civil Aviation Organization (!CAO) and appropriate foreign governments' aeronautic authorities to address security concerns on passenger flights by foreign air carriers in foreign air transportation. Provides written and oral counsel, legal reviews, opinions, security standards, regulations or decisions in the application of the U.S. Constitution, Federal laws, legislation, or policies to programs conducted or assisted by DHS components, and to DHS policies. Supervisory/Managerial duties includes serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and when required, coordinating with customers outside the immediate organization.

Qualifications

To qualify at the SV-K (GS-15) Grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-J (GS-14) in the Federal service. Specialized experience MUST include all the following: - Experience interpreting, executing and leading an organization/agency's components' missions, authorities and operations, especially in the areas of Transportation Security; and) - Experience working and coordinating with the Executive Branch interagency and international partners, to include negotiating international agreements; and) - Experience communicating with senior government officials, orally and in writing. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Education

Education Requirements:
Applicants must have a Law Degree (e.g., J.D., LL.B.) from an American Bar Association (ABA) accredited law school. Must be an active member in good standing of the bar of the highest court of any state, territory of the United States, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
