Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-06. At the GS-05 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-06. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
Duties include, but are not limited to, the following:
Creates and posts routine accounting transactions;
Performs analysis and reconciliations of accounts, records, and reports;
Maintains several subsidiary ledgers and schedules that support general ledger balances;
Receives and analyzes various types of documents to determine propriety, validity, budget, expenditure limitation, completeness and correctness of accounting data;
Audits or processes obligations, payments, adjustments, travel requests, travel vouchers, cost transfers, purchase card transactions, VRQ's (vendor change requests), accruals, deposits, bills of collection, Personal Funds of Patients (PFOP) postings, offsets, reconciliations, reviews, ad hoc reports, etc.;
Researches issues, including, but not limited to vendor issues, missing payments, and rejects;
Functions as the Agent Cashier or the Alternate Agent Cashier and as the Accountable Officer during the required two-week transfer of accountability;
Responsible for the administrative processes that impact the non-healthcare accounts receivable program (i.e. the collection of receivables, billing, account management, follow-up of receivables and collection management);
Performs other duties as assigned

Qualifications
To qualify at the GS-05 level, applicant(s) must meet at least one of the following:
GS-5 SPECIALIZED EXPERIENCE: Requires at least 1 year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to this GS-05 Accounting Technician position. To be creditable, specialized experience must have been equivalent to at least the GS-04 grade level. Examples of specialized experience includes processing accounting transactions in an automated system; reviewing financial documents for accuracy; and experience that displays knowledge of accounting procedures. GS-5 SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed four years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable for this GS-05 Accounting Technician position. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university.

GS-5 COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements for this GS-05 Accounting Technician position. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement.
To qualify at the GS-06 level, applicant(s) must meet specialized experience described below:
GS-6 SPECIALIZED EXPERIENCE: Requires at least 1 year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to this GS-06 Accounting Technician position. To be creditable, specialized experience must have been equivalent to at least the GS-05 grade level. Examples of specialized experience include using automated systems to process complex financial transactions; retrieving and formatting financial transactions into verifiable reports; verifying the accuracy of the financial data being analyzed; and experience that displays knowledge of general ledger accounting procedures. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is mainly sedentary. There is some walking, bending, lifting and carrying of light objects. The work is performed in a normal office setting.
