This position functions as an Accounting Technician (Agent Cashier) assigned to the Financial Management Service of the Ann Arbor Healthcare System. The incumbent is responsible for performing substantive technical and clerical work in the receipt, disbursement, examination, deposit, custody, and processing of cash items, which include direct handling of cash items and use of cash accountability control methods.

Duties

The work of this position requires the application knowledge of the negotiability, validity, and genuineness of cash items, the acceptability requirements of supporting documents, and cash processing procedures of the Department of Veterans Affairs, the Federal government, and commercial institutions. The Agent Cashier performs a very critical role within the VA System, and functions independently with a broad knowledge base while receiving minimal supervision. Major duties include, but are not limited to, the following: Maintaining an Agent Cashier Office and acting as an authorized agent of the Treasury Department Maintaining technical and administrative responsibility for all Agent Cashier input to the Austin Finance Center including treasury reports, reconciliations and all disbursements and receipts of cash instruments Maintaining cash flow so that adequate cash is on hand at all times to operate the daily cashier functions Reconciling advance and bank account daily by counting all funds Providing all patients with deposit accounts and have money available for their needs Determining the propriety of payments and deposits, aided by knowledge of Treasury Department and Department of Veterans Affairs regulations Determining type of payment and preparing Field Station Receipts for collections using correct reference numbers of patients' accounts and proper accounting information Utilizing the Agent Cashier Menu to automatically post/apply payments, store payment data, reconcile daily deposits of funds, and accommodate prepayments and refunds Responsible for inventory of bank checks by maintaining a log of receipts, distribution, and issuance of all drafts Preventing access of unauthorized individuals to the Agent Cashier Office Assuming personal financial accountability for any monetary loss that results from the performance of duties Serving as a key member of Financial Management, performing other duties as assigned by management Incumbent must be flexible and able to determine priorities Participating actively, positively, and helpfully in all issues having impact on the service as a whole Work Schedule: Monday - Friday 8:15 A.M. - 4:45 P.M. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: possessing substantive knowledge of banking practices and currency, maintaining cash flow, balancing accounts daily to assure that the disbursing fund and collections are properly accounted for, and submitting treasury reports, reconciliations, disbursements and receipts. You will be rated on the following Competencies for this position: AccountingAccounting OperationsCommunicationPrinciples of Accounting Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary with some carrying of moderately heavy items (15-44 lbs), such as computer reports, boxes, and ledgers.
