(NCEP), Space Weather Prediction Center (SWPC)., with one vacancy in Boulder, CO.

Duties
The incumbent will serve as a Financial Management Analyst. As a Financial Management Analyst, you will perform the following duties:
Provides budgetary and technical leadership for the development of cost estimates associated with long-range, multi-year projects.
Develops procedures and systems for assessing the effectiveness of and review of financial management processes, financial system data and reports, planning documentation, variance analysis, financial regulations, laws, directives, and related transactions.
Completes procurement of scientific support services, grants, and other equipment/supplies.
Interprets financial statements and reports and provides overall guidance and assistance relative to the financial operations of the Space Weather Prediction Center (SWPC).

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify for the GS-13:
Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the public and private sector. Specialized experience MUST include the following:
Reviewing and analyzing financial transactions, financial system data or reports sufficient to develop, recommend, or implement budgetary and financial policies;
Building networks to develop and implement best practices related to financial management;
Establishing annual, multiyear, or other long-range work plans for in-service or contracted work; and
Applying organizational policies, procedures or regulations to manage budget formulation or execution processes.
