This vacancy is for a Financial Management Specialist in the National Telecommunications and Information Administration within the Department of Commerce.
Duties
As a Financial Management Specialist, you will perform the following duties:
Support the collection of reimbursable spectrum fees from other federal agencies for NTIA' s spectrum management duties.
Provide advice and guidance to program managers on all aspects of the allocations, use, and control of appropriated funds.
Provide expert advice and recommendations for budgetary action. Prepare detailed budget exhibits for several of NTIA 's accounts for the Secretarial, OMB and Congressional Budget submissions.
Prepare the Commerce's Budget in Brief and reporting data in the MAX A-11 database.
Perform A-123 Internal Control financial, programmatic audits, and NTIA oversight reviews of FirstNet activities, and prepare worksheets and necessary paperwork documenting findings.
Coordinate with FirstNet and through NTIA budget office all reporting requirements for FirstNet and NTIA oversight activities.
Track progress of bureau appropriations through Congress.
Develop cost-benefit analysis of proposed budgetary and program actions and advises Department officials and program managers of most advantageous course of action.
Prepares and justifies complex apportionment requests (SF-132) through the Department and OMB involving multiple accounts and funding sources including offsetting collections and fees.
Respond to data calls from the Department, 0MB and other outside sources by preparing responses based on data extracted from financial systems.
Provide necessary system financial assistance in funds control for Grant activities.
Prepare presentations to influence managers and others to accept findings and recommendation and to take a specific course of action, secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.
Develops and prepares a variety of correspondence and other documentation, i.e., formal letters, briefings, position papers, reports, staff studies, staff summary packages, charts, bullet background papers, etc. ???????

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-13 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as:
Conducting financial analysis, including the formulation and execution of budgets, for agency/organizational programs;
Providing advisory services regarding financial operations including providing supporting documentation which explains/defends/justifies guidance offered; and
Interpreting policies and regulations related to the formulation and execution of budgets.
