This position is located in the Office of Management and Budget, The incumbent works in National Security Division, Intelligence Programs Branch, assists the President in overseeing the preparation of the Federal Budget for defense and intelligence and related policy work. The Intelligence Programs Branch (IPB) is responsible for a wide range of national security and intelligence policy and program issues.

Duties

As a Program Examiner (National Security), GS-0301-15, your typical work assignments may include the following: Reviews and analyzes agency submissions, studies, research materials, and other information related to assigned areas. Prepares answers to correspondence for White House and OMB management. Conducting routine professional correspondence within the agencies within the incumbent's jurisdiction. Utilizing best practices to communicate clearly and concisely. Serves as OMB expert assigned program areas. Oversees, guides, and coordinates the formulation and execution of budget in assigned areas. Performs legislative, management, financial management, and procurement analyses. Points out issues and problems that require attention. Develops and analyzes major policy issues, highlighting alternative approaches that might be taken to resolve problems, and makes and defends recommendations. Resolves major policy issues and renders advice and assistance in the administration of operating guidelines, coordination of the division's efforts with other internal activities, and in communicating policies and priorities.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. BASIC REQUIREMENTS: (Insert any basic requirements identified in the Qualification Standards for this position) AND SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are: You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector which includes the following duties: 1.0) Applying concepts to manage satellite and ground system programs. 2.0) Evaluating the implementation of, national security and space programs to ensure they are aligned with the organization's priorities. 3.0) Analyzing the efficiency of programs to collaborate with internal and external stakeholders to encourage buy-in to new concepts to address longstanding program issues. 4.0) Applying expert professional competency, and analytical skill sufficient to review issues, plan, develop and provide recommendations for policy development, including synthesizing high-level materials to inform policy officials of multiple alternative approaches to apportionments. 5.0) Expert knowledge of budget development, management, financial management, procurement, legislative, and other processes and synthesizing highly complex and voluminous materials. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
