This position is located in the Bureau of Counterterrorism (CT), Office of the Executive Director (EX).The incumbent serves as a Supervisory Human Resource Specialist in CT/EX providing expert HR management advisory support and oversees a staff of HR and Contract Specialists who provide the full spectrum of HR related services to the CT Bureau and SPEHA (Special Presidential Envoy for Hostage Affairs) that include recruitment and staffing and special employment programs.
Duties
Supervises a team of Human Resource Specialists/Management Analyst(s) and Contract Specialist(s).
Serves as executive advisor for contract administration, and directs the planning, development, and maintaining of accurate acquisition data for all issued contracts.
Directs organizational studies and analyses of workflow processes to improve operational effectiveness.
Provides advisory services to CT and SPEHA senior leadership, program managers, supervisors, Civil Service and Foreign Service employees on a wide range of HR matters.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience leading, mentoring and/or developing a skilled, multi-disciplinary work force in order to guide complex work functions/tasks.
Experience advising senior leadership on the interpretation of legislation, policies, and regulations regarding Human Resource and Contracting functions.
Experience analyzing federal HR and contracting program operations, evaluating its policies and procedures, and providing recommendations on improving operational effectiveness.
There is no substitute of education for specialized experience for the GS-14 position.
