This position is located at the Hampton VA Medical Center under the Primary Care Service Line. The primary purpose of this position is to provide administrative management support and program improvement for the Compensation & Pension (C&P), Employee & Occupation health (EOH) and Registry Exam section within the Primary Care service line.
Duties
Program Management Responsibilities
The incumbent serves as an administrative point of contact for all significant projects and issues related to the C&P/EOH/Registry Exam section within the Primary Care service. Duties include monitoring, developing, coordinating, and implementing program improvement efforts for the C&P/EOH/Registry Exam section within the Primary Care service. The incumbent will be responsible for preparing correspondence and detailed reports, conducting specific program cost analysis, evaluating staff workload, and coordinating C&P examiner trainings for staff. The incumbent must have complete understanding of program goals and objectives related to the VA, VISN 6, C&P Network Care Line services, local facility, and the Primary Care service.
Monitors C&P performance activities to assure adherence to the terms of agreements associated with various military service organizations. Evaluates the C&P record management activities and collaborates with management to improve examination processes and policies.
The incumbent will review the ongoing quality, timeliness, and cost related aspects related to the C&P/EOH/Registry Exam section. Coordinates with Regional Office staff to improve the quality of all registry examination requests. The incumbent will be responsible for monitoring and evaluating clinical and administrative workflows within the respective section. Collaborates with management and recommends changes to existing processes and policies to improve the efficiency and effectiveness of the C&P/EOH/Registry Exam section within the Primary Care service. The incumbent will also conduct management studies to develop solutions of emergent programmatic and problematic issues related to the C&P/EOH/Registry Exam section.
Serves as liaison between Facilities Management and the service line for all equipment orders, deliveries and problems which may arise. Conducts inventory of the Equipment Inventory List (EIL), locates, tracks, and reconcile all service equipment. Assembles, analyzes, and prioritize equipment needs, after coordination with Supply, Processing Distribution (SPD) program Representative.
Data Analysis/Program Improvement
The incumbent will utilize a variety of database systems to gather and analyze clinical and administrative data, clinic efficiency, patient attendance rates, HEDIS measures, SHEP, Press Ganey, etc. Will utilize qualitative and quantitative analytical techniques to identify and evaluate concerns of potential non compliance with VA and VHA directives. Participates in service-level decision deliberations and executions pertaining to the C&P/EOH/Registry Exam section. The incumbent will also conduct customer service satisfaction studies by analyzing clinical program data to identify specific service issues. The incumbent will make recommendations to resolve substantial problems relating to the effectiveness, efficiency, and appropriateness of work operations within the C&P/EOH/Registry Exam section.
Supervisory Responsibilities
Analyzes current and future workforce requirements to determine competencies and skills needed for subordinate positions. Works with Human Resources Management Office by participating in the recruiting and hiring process and in selecting qualified employees. Meets all established timeframes and deadlines.
Successfully transitions new hires into the position by communicating performance elements and standards, providing ongoing feedback, and coaching, and making appropriate use of the probationary period to assess the employee's performance.
Discusses, investigates, and responds to associated employee grievances and dissatisfactions to resolve conflicts. Incumbent represents management, provides information, and resolves conflicts and/or problems that may arise. Assures management officials are familiar with both union master agreements.
Performs other duties as assigned.
Work Schedule: 8:00 am to 4:30 pm, Monday thru Friday

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of program functions, processes, policies, and systems regarding the C&P/EOH/Registry Exam section within the Primary Care service, Knowledge of administrative laws, policies, regulations, precedents, guidelines, and National directives applicable to the health care administration system, Knowledge of program goals and objectives and how they relate to the C&P/EOH/Registry Exam section, Knowledge and skill to apply analytical and evaluative methods and techniques to complex issues related to program operations and compliance with the C&P/EOH/Registry Exam section and VA health care delivery system. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The work places no special physical demands on the employee.
