The primary purpose of this position is to provide executive support in the planning and execution of the daily operations of the Inspector General (IG), including general analysis and staff advisory services. Communicates Director's vision, philosophy, and intent to command staff, Department of the Air Force, INDOPACOM, wing/mission support/squadron commanders, and IG staff.
Duties
GS 09/11
Supports the Director, Deputy Director, and Division Chiefs.
Performs high-level managerial, integrating, analytical and time-sensitive staff activities.
Updates Senior Staff on conferences, including analysis of topics covered, potential problems and recommendations.
Plans, organizes, and executes complex programs, meetings, and visits (e.g., visits from senior government representatives, senior foreign government representatives, NAF and wing commanders).

- This is a developmental position with full potential to GS-11 . This position may be filled at the GS-09 or GS- 11 grade level.
- The candidate selected for this position may be non-competitively promoted to the target grade of GS-11 upon completion of the following requirements:
- (a) satisfactory demonstration of ability to perform at the higher-grade level; (b) recommendation for promotion by supervisor; and (c) completion of all OPM qualifications, including time in grade and all conditions of employment
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
GS 09
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of an Executive Support Specialist, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well precedented assignments; knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives; knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.

EDUCATION: Applicant has a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR
COMBINATION OF EXPERIENCE AND EDUCATION: Applicant has less than the full amount of specialized experience described in the job opportunity announcement; however, and has at least one year of progressively higher level graduate education, but has not obtained a master's or equivalent graduate degree. GS 11
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of staff operations management concepts, principles, and methodologies; knowledge of qualitative and quantitative techniques for analyzing and measuring effectiveness, efficiency and productivity of administrative and technical programs, along with knowledge of the mission, organization and work processes of programs throughout a military command, complex multi-mission local installation, or equivalent, and the relationships of administrative support activities to such missions; knowledge of organization, programs, missions, and functions of the Department of the Air Force (DAF) or Headquarters Pacific Air Forces (PACAF) along with knowledge of analytical techniques to conduct staffing requirements.

EDUCATION: Applicant has successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR
COMBINATION OF EXPERIENCE AND EDUCATION: Applicant has less than the full amount of specialized experience required but has more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, has a combination of experience and education. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
GS09/11
Knowledge of basic staff operations management concepts, principles, and methodologies.
Knowledge of PACAF mission, objectives, and procedures to include: knowledge of various command entities involved in overall planning and execution of Inspector General (IG) functions and services.
Skill in basic analytical ability to discern short, medium and long-term effects of changes in staff operations practices, procedures and policies, and to effectively analyze the various components of staff operations as part of an integrated whole.
Ability to communicate clearly and effectively, both orally and in writing. Utmost tact and diplomacy are required to meet all requirements and ensure all contacts are handled appropriately.
Ability to negotiate complex issues and maintain good working relationships.
Knowledge of military command structure, missions, programs and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones and methods of evaluating and planning actions as related to actual events.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
