Duties

Resolves problems related to the restoration ecology program area where current information is inconclusive, lacking altogether, and/or is in the form of suppositions or theories as to their effectiveness in treating specific resource problems Serves on state, regional, and national-level committees and interagency organizations convened to address restoration landscape ecological issues in changing environments due to natural disasters and long-term climatic shifts Establishes and expands partnerships with universities, industry sectors, other federal agency, non-governmental organizations, and philanthropic foundations to further support plans for conservation Coordinates with interdisciplinary teams to address complex and/or controversial issues within the organization and/or botany/plant ecology/restoration ecology program Serve as primary point of contact for agency and liaison with other levels of the organization on legislation, regulations, policies, directions, and data/information requests relevant to restoration When ecosystems are damaged or threatened, the incumbent provides advice and expertise to staff and managers to determine appropriate management actions Responsible for projects such as focal landscape and system-wide restoration across multiple districts; Develops and implements landscape-level projects to restore biological and physical processes across watersheds and landscapes.

Qualifications

In addition to the Individual Occupation Requirement, in order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirements as outlined below. Please be sure to include this information in your resume. No assumptions will be made about your experience. To qualify for the GS-12: you must have one year of specialized experience equivalent to the GS-11 level. Examples of specialized experience may include: Experience in natural resource land management leading organizational projects/special programs related to remediation or restoration projects including, but not limited to, abandoned mine land, watershed/fisheries, range, native seed, off-highway vehicle, and hazmat; leading or participating on interdisciplinary teams responsible for land use authorizations/plans and environmental analysis; assisting with the preparation of contracts and budgets for assigned projects related to land restoration; tracking project schedules or milestones; project management related to relevant areas including physical and biological resources, realty, agriculture, and land management; program budget management in relevant areas; grants and/or contract management especially for landscape restoration work. To qualify for the GS-13: you must have one year of specialized experience equivalent to the GS-12 level. Examples of specialized experience may include: Coordinating reviews of planning studies with internal agency peers and independent external peers; experience in a natural resource land management organization directing, or managing organizational projects/special programs related to restoring damaged lands; leading interdisciplinary teams responsible for large scale land use authorizations/plans and environmental analysis; preparing contracts and budgets for large scale and/or complex restoration or remediation projects; developing and meeting project schedules or milestones related to land restoration; program management related to relevant areas including physical and biological resources, realty, agriculture, and land management; coordinating landscape level remediation or restoration projects including abandoned mine land, watershed/fisheries, range, native seed, off-highway vehicle, and hazmat. Education may not be substituted for specialized experience at these grade levels. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work is typically performed in an office setting with no special physical demands. However, work may also be performed in the field which involves periods of walking, bending, climbing, or driving motor vehicles to worksites. The work may also involve some overnight travel for training, meetings, and site visits. Work Environment: The work is usually performed in an office setting. However, work time may also be spent occasionally visiting field sites. Field site visits are typically performed in either an outdoor setting subject to weather changes, diverse terrain, and safety hazards associated with working around complex features and/or construction. Both settings may require the use of personal protective equipment. Safety precautions and protocols are observed at all times and the incumbent complies with safety instructions and regulations and ensures individual and others' safety by promptly reporting unsafe acts, unsafe conditions, and accidents to the supervisor.

Individual Occupation Requirement:
Ecology Series 0408: Degree: biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.

Botany Series 0430: Degree: botany; or basic plant science that included at least 24 semester hours in botany.
or
Combination of education and experience: courses equivalent to a major in botany or basic plant science that included at least 24 semester hours in botany, as shown in A above, plus appropriate experience or additional education.

For positions dealing with the study of fungi, or with basic mycological relationships, the course work in botany must have included at least 6 semester hours in mycology.

Evaluation of Education: Courses in basic botany, plant anatomy or morphology, cytology, histology, genetics, taxonomy or systematics, algology, mycology, ethnobotany, and those dealing with specific problems of a botanical nature or with specific groups of plants are qualifying. The courses required for mycologists are specific and must have been in mycology.
