Duties
Serve as the technical expert for the Ecology program and represent BLM CA at the national level and to outside organizations.
Provide interpretation of laws, policies, and regulation related to ecological systems and natural resources management.
Provide oversight and guidance to specialists for state-wide consistency.
Use quantitative analysis techniques to predict effects of planned or natural changes in ecological systems.
Research, interpret, and inform others of impacts on ecosystem processes; quantify habitat conditions for a variety of species; and monitor natural resource conditions at a variety of scales.
Provide research results, knowledge, and new technologies to resource staff and field users.
Ensure program goals and objectives are met, make recommendations to management regarding the development and implementation of programs.
Coordinate with other program leads, manager, and budget to plan, develop, and allocate program budget.

To qualify for the GS-12, in addition to the IOR, you must have one year of specialized experience equivalent to the GS-11 level. Examples of specialized experience may include: gathering and analyzing research data (especially data related to climate or ecology); working with partner organizations on restoration projects; working on grant funded projects related to climate or ecology; experience working in more than one ecosystem; designing and overseeing site specific projects to restore damaged lands from natural and man-made disturbances; experience working with remote sensing techniques to assist with land management issues; reviewing scientific studies with internal agency peers.
To qualify for the GS-13, in addition to the IOR, you must have one year of specialized experience equivalent to the GS-12 level. Examples of specialized experience may include: conducting, authoring and presenting original scientific research (especially research related to impacts from climate change and general landscape health); teaching ecology or a related field at the Community College or higher level; organizing and/or managing complex landscape health restoration projects; applying for and receiving grants; experience working in multiple ecosystems (such as high desert, coastal, Mojave, oak woodlands, mountain forests, coastal forests, annual grasslands); identifying issues and developing projects to use remote sensing to address those issues; coordinating reviews of scientific studies with internal agency peers and independent external peers.
Education may not be substituted for specialized experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: Work is typically sedentary and mostly performed in an office setting with no special physical demands. However, some work may be performed in the field during site visits that may include walking, bending, climbing, driving motor vehicles. Overnight travel may be required.
Work Environment: Work is usually performed in an office setting. Duties may require periodic field visits where work will be performed outdoors and may be exposed to reptiles, poisonous plants, snakes, insects, and adverse weather conditions, and rugged terrain.
Education
This position has a positive education requirement which requires that you have a degree in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.
