This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Democracy, Human Rights, and Governance, (DRG), Office of Civil Society, Labor, and Media, (CLM), at the U.S. Agency for International Development (USAID).
Duties
Provides administrative and technical supervision necessary for accomplishing the work of an Office.
Performs the administrative and human resource management functions relative to staff supervised.
Serves as the DRG Bureau’s senior technical expert providing leadership and guidance in the Agency on democracy assistance pertaining to civil society, labor, and media (CLM).
Exercises a broad degree of independence in developing and maintaining relationships with senior level stakeholders in and outside of USAID on democracy and development assistance matters related to CLM.
Identifies CLM policy and programming priorities for senior management, and develops multi-year strategic plans for the effective allocation of CLM budgets in an international development context.
Leads staff in designing, managing, and evaluating a portfolio of global CLM programs, advancing state-of-the-art CLM approaches, and disseminating best practices.
Requirements

- Must be able to obtain and maintain a Top Secret Security clearance.
- Time in grade must be met by the closing date of the vacancy announcement.

Qualifications
Specialized Experience:
GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes:a) Managing processes or portfolios related to strategic planning, budget planning, program design or procurement, and policy implementation; b) Providing authoritative or comprehensive advice to Agency leadership and stakeholders on technical matters pertaining to DRG or DRG-related programs; c) Leading a team of technical experts to develop program design documents and toolkits, and, DRG-related training materials; AND, d) Performs administrative or human resource management functions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
