The Environmental Protection Specialist (GEMS Program Manager) is the primary approach and responsible person that addresses all environmental performance in a manner that meets the requirements of Federal, state, and local environmental statutes and regulations; applicable Executive Orders and VA and VHA Directives. Plays a vital role in planning and administering environmental programs (environmental impacts of human activities on air, land, water, and other media).

Duties

The San Francisco VA Health Care System (SFVAHCS) GEMS Manager is responsible for managing, supervising, administering, and advising facility employees and Leadership, as well as VHA/VA Leadership organizations, the public, and other environmental related agencies on environmental program implementation to meet regulatory and internal VA and external Federal, state, and local requirements. The SFVAHCS GEMS Manager develops, implements and manages environmental goals, policy, and procedural documentation. MAJOR DUTIES AND RESPONSIBILITIES Develop, implement and periodically review GEMS requirements in accordance with the principles of ISO 14001, Federal, State and local environmental statutory law, Executive Orders, VA and VHA policies, and this directive. Identify and implement training, policies, operational requirements and engineering controls needed to comply with evolving and dynamic environmental regulatory requirements. Provide guidance to management and Leadership to address environmental findings and ensure that the health care system's programs satisfactorily address environmental compliance, operational controls and procedures related to environmental aspects. Provide guidance, oversight and consultation with management to consult and resolve to address and resolve compliance findings. Conducts environmental audits and performs investigations at facilities within the HCS, and provides advisory support and specialized training to environmental staff. Applies expert knowledge of environmental laws and regulations to assist facilities with compliance activities. Work Schedule: Monday- Friday, 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the Veterans Administration (VA). Examples of specialized experience would typically include, but are not limited to: Experience with VA audits nationally and regionally (VISN). In addition, experience with the local, state and federal agency inspections. Possess technical expertise in Resource Conservation and Recovery Act (RCRA) Hazardous Waste management, GEMS program, VHA Directive 7707 Universal Waste Management, Air Pollutants management, Spill prevention control, Underground Storage Tank management. Must be familiar with VA and VHA regulations. Knowledge of the GEMS program along with environmental regulations related to the city and County (local), state and federal standards. Knowledge of Contract development, environmental compliance, full understanding in how to facilitate an audit. Through the audit, develop an corrective action plan with management to address findings and corrective/preventive actions to address environmental deficiencies. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
