This position serves as an Inventory Manager in the Commodity Management Division of the Logistics Service in the VA Health Care System responsible for the inventory and management of all expendable supplies and durable medical equipment in the assigned area(s).

Duties

Major Duties: Determines the means and methods to resolve issues and improve operations. Formulates improved inventory management procedures and practices. Manages inventory, independently sets initial stock and par levels, and reorders points and resolves issues. Traces sequences of inventory management transactions to resolve questions. Researches and develops solutions to complex and routine problems. Utilizes automated inventory management system to maintain current inventory data. Computes requirements for supplies and durable medical equipment. Conducts effectiveness/efficiency reviews. Compiles and analyzes performance measures and implements process improvements. Maintains inventory control records in an automated system. Prepares submissions to obtain approval and/or funding for national level expendable supply contracts. Acts as a central point of contact for the coordination of material support and the resolution of logistics problems. Advises and informs stakeholders concerning the management, control and accountability of expendable items in use. Recommends actions to eliminate problems involved in delivering services to inventory customers. Coordinates with property managers for disposal of surplus or excess supplies. Administers an expendable inventory management program. Researches alternative sources for expendable item procurement. Conducts data/information analysis for acquisition planning associated with durable medical equipment. Analyzes and advises customers on supply/durable medical equipment purchase recommendations. Performs analytical work to manage, regulate, coordinate and exercise control over expendable supplies. Conducts short, mid and long-term advanced planning for expendable items and durable medical equipment. Identifies and rectifies inventory management issues. Utilizes best practices, principles and tools, concepts and methodologies to determine and evaluate supply system performance. Researches opportunities for and conducts analysis of potential cost savings, efficiencies, and process improvements using quantitative and historical usage patterns. Conducts market research on product pricing and performance. Analyzes data that impact procurement decisions. Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase durable medical equipment. Maintains perpetual inventory accounts for expendable items. Conducts wall-to-wall and periodic inventories. Plans and reviews all inventory processes, functions, and related systems. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday; 7:30 am -4:00 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment You may qualify for the GS-07 based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing a variety of expendable items and durable medical equipment; forecasting short and long range inventory needs; analyzing inventory management reports and the effectiveness of various options proposed to provide supply support; utilizing automated inventory management systems to maintain current inventory data; researching and analyzing information to resolve questions and issues, and implementing federal and agency programs for the return and reutilization of medical supplies. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education or superior academic achievement. (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level. (TRANSCRIPTS REQUIRED). SUPERIOR ACADEMIC ACHIEVEMENT: Superior Academic Achievement (SAA) at the baccalaureate level in the qualifying curriculum detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following: Class Standing: Rank in the upper one-third of your class in the college, university or major subdivision. Grade Point Average: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. To qualify based on education for this grade level you must have successfully completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Physical Requirements: Work is normally accomplished in an office setting; however, due to the nature of the position and duties, may be called upon to assist in the receipt, storage and distribution of various supplies, primarily consisting of lifting light boxes generally less than 40 pounds, utilizing appropriate material handing devices, and placing items on shelves or carrying them elsewhere on station or within the catchment area. Must maintain applicable training and licensing to operate assigned equipment.
