This position serves as an Inventory Manager in the Commodity Management Division of the Logistics Service in the VA Health Care System responsible for the inventory and management of all expendable supplies and durable medical equipment in the assigned area(s).

Duties

Major Duties: Determines the means and methods to resolve issues and improve operations. Formulates improved inventory management procedures and practices. Manages inventory, independently sets initial stock and par levels, and reorders points and resolves issues. Traces sequences of inventory management transactions to resolve questions. Researches and develops solutions to complex and routine problems. Utilizes automated inventory management system to maintain current inventory data. Computes requirements for supplies and durable medical equipment. Conducts effectiveness/efficiency reviews. Compiles and analyzes performance measures and implements process improvements. Maintains inventory control records in an automated system. Prepares submissions to obtain approval and/or funding for national level expendable supply contracts. Acts as a central point of contact for the coordination of material support and the resolution of logistics problems. Advises and informs stakeholders concerning the management, control and accountability of expendable items in use. Recommends actions to eliminate problems involved in delivering services to inventory customers. Coordinates with property managers for disposal of surplus or excess supplies. Administers an expendable inventory management program. Researches alternative sources for expendable item procurement. Conducts data/information analysis for acquisition planning associated with durable medical equipment. Analyzes and advises customers on supply/durable medical equipment purchase recommendations. Performs analytical work to manage, regulate, coordinate and exercise control over expendable supplies. Conducts short, mid and long-term advanced planning for expendable items and durable medical equipment. Identifies and rectifies inventory management issues. Utilizes best practices, principles and tools, concepts and methodologies to determine and evaluate supply system performance. Researches opportunities for and conducts analysis of potential cost savings, efficiencies, and process improvements using quantitative and historical usage patterns. Conducts market research on product pricing and performance. Analyzes data that impact procurement decisions. Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase durable medical equipment. Maintains perpetual inventory accounts for expendable items. Conducts wall-to-wall and periodic inventories. Plans and reviews all inventory processes, functions, and related systems. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
