This position serves as a Property Manager in the Material Management Division of the Logistics Service in a Veteran Affairs Health Care System and supported catchments area, with responsibility for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area(s).
Duties
Major Duties:
Ensures equipment accountability and appropriately managed, assigned and monitored.
Schedules and conducts physical inventories.
Maintains accountable property and receipt documents.
Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase durable medical equipment.
Analyzes data impacting procurement decisions.
Conducts market research on product pricing and performance.
Researches and conducts analysis of potential cost savings, efficiencies and process improvements using quantitative analysis and historical usage patterns.
Utilizes performance measures to conduct forecasting and quantitative analysis.
Identifies and rectifies asset management issues.
Conducts short, mid and long-term advanced planning for non-expendable assets.
Utilizes inventory principles, standard, and non-standard methodologies, and concepts to determine need to intervene in the supply system.
Analyzes and advises on equipment purchase recommendations.
Initiates and reviews reports for lost, damaged, or stolen property.
Researches alternative sources for equipment procurement.
Disposes of surplus or excess property.
Coordinates final disposition of non-expendable assets.
Participates in facility strategic planning.
Advises and informs stakeholders concerning the management, control and accountability of equipment in use.
Trains and assists on equipment acquisition, disposal, scanning and tracking of equipment.
Assists customers in the creation of performance work statements for equipment procurements.
Maintains equipment inventory lists.
Ensures accuracy of all personal property records and property documents.
Manages and controls all inventory transactions for non-expendable medical equipment requests and transactions.
Maintains inventory management and control of non-expendable assets.
Utilizes automated property management systems to manage facility property accountability program, create equipment records, research discrepancies, conduct inventories, bar code equipment and manage turned in excess property.
Researches and develops solutions to complex problems.
Traces sequences of inventory management transactions to resolve questions.
Recommends actions to eliminate problems involved in delivering services to inventory customers or in implementing policies.
Manages the property management program and determines the means and methods to resolve issues and improve operations.
Formulates improved inventory management procedures and practices.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday; 7:30 am - 4:00 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-07:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: a comprehensive knowledge of a wide range of complex, standard, and non-standard inventory management, planning and lifecycle principles, concepts, and methodologies requiring the application of sound judgement and analysis to provide services or resolve problems associated with the inventory systems and processes; tracing sequences of inventory management transactions to resolve questions; preparing entries for records systems; AND providing supply information, reports and services. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. (Transcripts REQUIRED) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level. (Transcripts REQUIRED).
GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying comprehensive knowledge of various inventory management systems and the using various computer database applications and office software programs for various communications, functions, and reports; ensuring property classification and equipment specification data enable accurate cataloging for a complex variety of non-expendable property acquired for the facility; AND recommending action to eliminate problems involved in delivering services to inventory customers or in implementing polices. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (Transcripts REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level. (Transcripts REQUIRED).
