The United States Space Force (USSF) Space Systems Command (SSC) at Los Angeles Air Force Base is searching for a Cost Analyst (GS-0501-13).

Space Systems Command is the birthplace of U.S. Space Force's ballistic missile and military space program and is the center of acquisition excellence for acquiring and developing military space systems. Our portfolio includes the Global Positioning System, military satellite communications, defense meteorological satellites, space launch and range systems, satellite control networks, space based infrared systems and space situational awareness capabilities.
The ideal candidate will have strong analytical and mathematical abilities. They should be able to collect and analyze raw data, defend their findings and cost methods, and conduct statistical analysis. They must also be capable of applying qualitative techniques and developing, adapting, modifying, and applying cost models to solve problems, or define and clarify alternative solutions for management. Additionally, they should have the ability to effectively communicate results. They should be familiar with a broad range of Department of Defense ground systems cost estimating and cost analysis techniques and be able to perform a wide variety of cost estimates and analyses in support of program offices by developing methodologies for evaluating the cost effectiveness of advanced weapon systems.
Key Skills and Abilities:
1.Knowledge of a broad range of weapon systems cost estimating and cost analysis techniques and possession of analytical abilities.
2. Knowledge of earned value management system guidelines and DOD Air Force policies on their application.
3. Skill to negotiate and/or defend findings and program support concepts.
4. Skill in applying statistical analysis techniques in the analysis of raw data.
5. Skill in providing training for and application of EVM data analysis techniques.
6. Ability to apply quantitative techniques and develop, adapt, modify, and apply models to solve problems or define and clarify alternative solutions for management.
7. Ability to lead study teams and originate new ideas, projects, and methodologies.
8. Ability to coordinate training and review requirements in support of EVM applications.
9. Ability to execute projects and/or studies within established financial and/or time constraints.
10. Ability to develop and utilize appropriate data collection techniques.
11. Ability to design, build, and use models and simulation techniques.
12. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relations.
Requirements
- U.S. Citizenship Required
- This position is on-site and eligible for telework, 2-4 days per pay period. Must live in commuting distance to the office.
- Employee must be able to obtain and maintain a Top-Secret w/SCI.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- May be required to work overtime on an unscheduled or emergency basis.
- This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
- Employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
- Employee is expected to meet Continuing Acquisition Education requirements.
- Baccalaureate degree in any field of study, with specific coursework requirements in calculus, operations research, economics, mathematics, and/or sciences involving advanced mathematical skills.
- 2 years of acquisition experience in Cost Estimating
- This is a Financial Management Level 02 Ce1iified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management. Section 1599d.
- PCS and relocation funding are available.
