You will serve as a WORKFORCE DEVELOPMENT PROGRAM DIRECTOR in the Shipfitter Shop, Structural Group, Production Resources Department of PSNS and IMF.

Duties

You will manage the overall departmental workforce development requirements of all trade personnel throughout the production resources department. You will recommend manning and workforce allocation in support of the trade's workforce development strategy/plan. You will determine schedules for conducting trade skill proficiency assessments, and conducting workforce development program reviews to implement improvements. You will review trade skill assessments to identify training needs, allocate necessary training resources, and provides opportunities for training and development balanced with workload requirements. You will assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluates work performance, gives advice, counsel, or instruction to employees. You will review new and refresher training needs for availability of required trade skills and work force for all upcoming projects. You will manage the workforce development material budget and labor costs. You will collaborate with the Nuclear Director and non-Nuclear Director to understand the need for critical skills on future workloads, and ensure proper workforce development to meet those needs.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: administering a workforce development program by evaluating training requirements, employee performance and personnel needs to increase the effectiveness and efficiency of organizational operations while ensuring standards are within regulatory and budgetary restrictions.
