The incumbent performs a variety of roles to assist the Chief Medical Service and the Administrative Officer to accomplish established Medical Service goals. Medical Service is responsible for the provision of multiple services in a complex health care system providing primary, secondary, and tertiary care at Fayetteville and the health care system's Six Community Based Outpatient Clinics at Branson, Fort Smith, Jay, Springfield, Joplin, and Ozark.
Duties
Duties include, but may not be limited to the following:
Responsible for evaluation of documentation and metrics of medical services.
Serves as representative for several large and complex contracts.
Serves as backup to the Administrative Officer on a variety of demanding administrative duties.
Responsible for the operational and financial management of the accredited/non-accredited residency/fellowship training program.
Position requires a high degree of collaborative and independent judgement.
Assess and direct a wide range of programmatic issues.
Advises the Administrative Officer in policy review, formulation, and communication.
Perform routine audits to ensure consult requests are appropriately completed and the Veteran has received the appropriate care, or the consult has been appropriately discontinued.
Maintain files and perform periodic audits for compliance.
Serves as project manager and liaison for mission critical projects.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00am - 4:30pm (Subject to change based on the needs of the agency)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05, and for a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. NOTE: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Specialized Experience for the GS-7 level: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-5) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst. Qualifying specialized experience would include, but not limited to:
Experience providing administrative support such as being the first point of contact and routing information;
Experience processing and reviewing documents to include legal documents, billing information, medical records, or administrative records for completeness and accuracy;
Experience utilizing electronic systems to gather, review, input, update, access, organize, process, and to maintain information for use in litigation and/or to accomplish time or case management functions. OR,
Education: One (1) full year of successfully completed graduate level education or superior academic achievement, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e. hospital administration, public health administration, or related fields such as course work in health care administration). This education must have been obtained in an accredited college or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. Experience must be clearly indicated in your resume.
Specialized Experience for the GS-9 level: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst. Qualifying specialized experience would include, but not limited to:
Experience recommending process improvements for productivity.
Skilled in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.
Experience in healthcare management.
Analyzing problems, formulating solutions, and conveying the information both orally and in writing.
Experience in leading a team of employees. OR,
Education: Successfully completed a master's or equivalent graduate degree, or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D in a related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The work involves normal risks typical of an office setting. Physical demands are light, periodically requiring walking, bending. stooping and carrying objects.
