This position is located with the VISN 16 Business Office reporting to the Business Implementation Manager under the Office of the Chief Medical Officer. The incumbent supports VISN Leadership including the Network Director and Senior Management Team, the Business Implementation Manager and other key VISN Program Managers, with information regarding clinic practice management initiatives and programs throughout the Network.
Duties
Major Duties:
Provides oversight serving as the liaison between the Business Implementation Manager and facility Leadership and program managers.
Leads the VISN's efforts to integrate profile management among healthcare providers, facility staff, and patients.
Ensures completed profiles reflect national, network and local goals, directives, and policies.
Responsible for oversight and establishment of clinics related to VISN-assigned clinical resource hubs (CRH) (i.e. Clinical Contact Center, Primary Care CRH, Mental Health CRH, etc.).
Establishes program milestones, goals and objectives, providing or evaluating implementation plans, and data capture components related to this program for the Network.
Provides technical advice to the Business Implementation Manager and clinic personnel primarily at the clinic Director and Patient Service Line (PSL) management level regarding, clinic profiles workload capture, Billing requirements and all other technical components of clinic creation and activation.
Leads and directs other workgroups related to ancillary impacts of proper clinic profile management.
Delivers presentations to all levels of the Network, Facility, Service Organizations, Veterans, family members and caregivers.
Coordinates with informatics at the VISN and Facility level for development and management of data systems, assisting with and creating reports and presentations.
Determines best method to collect requested data from a variety of multiple sources, monitor compliance with VHA directives, compiles and analyzes statistics and other data as they relate to clinic profile management, clinic creation, billing and workload capture and transmission.
Identifies problems and applies analytical techniques, correcting negative trends and provides resolutions to system issues/malfunctions, to include encounter/workload transmission errors, clinic grid inconsistences, correct workload capture, costing and other issues related to clinic profile management.
Develops and implements an in-depth training and auditing program for the VISN to ensure Facility staff are properly educated and accountable for clinical profiles, and data management. Instruction is to ensure correct clinic profile mapping, correct usage of scheduling software and insurance capture applications ensuring all aspects of clinic profile management are in compliance with national directives and other applicable policies.
Coordinates quality assurance efforts through review and assessment of workflow and procedures.
Retrieves & analyzes data for validation of clinic set up information to include billable status, count vs. non-count, DSS (MCA) identifiers and activation of encounter forms, standard naming conventions, accurate grids and all other parameters of the clinic profile.
Reviews reports, records, and provides statistical analysis for accuracy in clinic profile management by accessing and analyzing data, presenting alternatives, making recommendations, and assisting with developing problem resolutions across the VISN.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Clinic Profile Management, program management, data analytics, policy interpretation, consultation/consultative, presenting data and education, development and implementation of standards, scheduling directive, strategic planning. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
