THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a INTERNATIONAL PARTNERSHIP SPECIALIST (TITLE 32), Position Description Number D2089000 and is part of the FL JFHQ, National Guard.

Duties

AS a, INTERNATIONAL PARTNERSHIP SPECIALIST, GS-0301-12, you wil research, develop, write, plan and present the campaign plan between the state and partner country based on guidance from the Chief of Mission (CoM), Geographic Combatant Command Commander (COCOM CDR), National Guard Bureau (NGB), and The Adjutant General (TAG). Ensure all actions taken are within the framework, support of, and in concert with international agreements on a distinctive partnership. Coordinate and obtain approval through The TAG, to NGB, COCOM, and where warranted to the Interagency Working Group at Secretary of Defense/Secretary of State level. Develops, coordinates, and obtains approval for the SPP plan based on requests from United States (U.S.) Ambassador to partner country, partner country's Ministry of Defense, Ministry of Interior, and COCOM Commander. Research, analyze, develop and write the budget for every fiscal year of administration that directly support year one of the campaign plan, which allows NGB to fiscally plan for years two through five of the plan.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Participation in direct deposit is mandatory.
  • Selectee will be required to wear the military uniform.
  • May be required to successfully complete a probationary period.
  • Federal employment suitability as determined by a background investigation.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • National Guard Membership is required.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1 & 3 Only. Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard. First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLARNG BUS Code NG5022: This position is "included" in the bargaining unit and eligible for labor organization representation. The current exclusive representative is The Association of Civilian Technicians, Chapter 87 and the President is Mr. Michael Ortmayer at [email protected]. Military Grades - Officer/ O3 thru O5 TEMPORARY PROMOTION- For Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 32 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition. INDEFINITE APPOINTMENT-For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 5 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. INDEFINITE APPOINTMENT-State National Guard Members (Not Current T5 or T32 Onboard) This is an obligated position (incumbent is on a military tour), selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour ember, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. GENERAL EXPERIENCE: Must have experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. SPECIALIZED EXPERIENCE - GS12: Must have at least one year of specialized experiences at the GS-11 level or the equivalent which provides knowledge and/or experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.
