Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-07 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
The primary purpose of this position is to oversee all aspects of the Research Service fiscal program in conjunction with the AO and ACOS for Research, and to strategically plan, prepare, and carry out the fiscal program for Research Service, both immediate and long-range plans. This requires the ability to develop budgetary plans, projections, and reports, and to interpret information received from ORD, the individual VA Research programs, Fiscal Service, and other sources.
The position functions as its primary fiscal, budgetary, logistics, and contracting expert. The position responsibilities in the domain include: Serves as an expert on research-related budgetary policies, precedents, goals, objectives, regulations, and guidelines; and uses judgment in choosing and applying the appropriate policies, practices, and regulations for the specific funding agency or research activity.
Provides administrative support to meet the strategic planning goals of R&D. Exercises judgment in decision making, regarding the balance of the overall budget to assure proper emphasis on critical areas. Provides procedural and regulatory guidance concerning availability of or limitations on the use of funds. Ensures obligations incurred and resulting expenditures of funds are in accordance with pertinent, research and procurement regulations. Ensures regulatory provisions are applied to the appropriation and budgetary process of research applications.
Reviews and assures grants budget requests are complete, appropriate, and justified for project needs to determine an appropriate starting date.
Performs budget work for the R&D Service in support of one or more of the phases or systems involved in budget administration including the formulation, presentation, or execution of a budget.
Performs studies and audits on control and use of funds throughout each fiscal year. Analyzes historical financial operating data and spending patterns. Applies qualitative and quantitative analytical methods, techniques, and administrative duties to analyze and evaluate research plans and funding for one or more future budget years, including but not limited to cost-benefit analyses, risk sensitivity analyses, probability assessments, quantitative analyses, and qualitative analyses.
Work Schedule: Monday- Friday (8:00am - 4:30pm)

Qualifications
Education: Superior Academic Achievement (SAA). I have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for and related to the position of a Budget Analyst and meet one of the following: 1. Rank in the upper one-third of your class in the college, university or major subdivision. 2. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. 3. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. 4. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. Education: One (1) year of graduate-level education which demonstrates the knowledge, skills, and abilities necessary to do the work and is related to the work of the position to be filled. Qualifying graduate education would include study in the fields of the position. (UNOFFICIAL TRANSCRIPTS REQUIRED) -OR-
Specialized experience: One (1) year of specialized experience that has equipped me with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled - Budget Analyst. My experience is equivalent to at least the GS-5 level in federal service. Specialized experience is experience utilizing the principles, concepts, and methodology of budget formulation to review, edit, and consolidate budget estimates and to adjust data in related forms and schedules; experience determining whether obligations, expenditures, and requested allotments are within funding limitations in the approved budget; and experience using automated software to perform queries and produce reports.-OR-
Combination experience/education: An equivalent level of graduate level education above a bachelor's degree, as described in above, and specialized experience, as described above, to meet the total qualification requirements for this position. (UNOFFICIAL TRANSCRIPTS REQUIRED)
