Duties
This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for serving as a Warfighter Operations Analyst responsible for Missile Defense System (MDS) operations, including Future Planning, Configuration Control, Asset Management (AM), Requests for Analyses/Information (RFA/RFI) and Sensitive Compartmented Information Facility (SCIF) management, as well as other operations related duties. Provides MDS support to internal and external stakeholders including: Other MDA programs, Warfighters, Combatant Commands (CCMDs), Services, and Allies. Occasionally supports as an Assistant MDS Watch Officer.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.
As a Program Analyst at the NH-0343-3 some of your typical work assignments may include:
Supports the Chief of Missile Defense Operations in executing Asset Management (AM), Future Plans, Configuration Management (CM), the Request for Analysis/Request for Information (RFA/RFI) Process, and other operational missions by serving as a technical expert for MDS Operational issues.
Contributes in providing direct interface with Combatant Commands (CCMDs), Joint Functional Component Command for Integrated Missile Defense (JFCC IMD), Missile Defense Officers, and other required stakeholders to integrate, synchronize, de-conflict and schedule MDS operational, MDA RDT&E, and sustainment activities.
Collaborates in maintaining configuration management of the Missile Defense System (MDS) and managing the Operational Capacity Baseline (OCB).
Contributes in managing the Request for Analysis/Information (RFA/RFI) process, including the operation, upgrade, and sustainment of the Agency's RFA/RFI on-line request collection tool.
Takes part in the management and execution of the Warfighter Involvement Process (WIP) and support the Modification and Fielding Requests (MFR) process as part of the overarching WIP process.
Provide technical support for MDS operating forces engaged in, planning for, or conducting military operations, including support during conflicts or in the conduct of other military activities related to countering threats to U.S. national security.
Assists the Ballistic Missile Defense System Watch Officer (BWO) as an Assistant BWO (ABWO) in the execution of Missile Defense System operational readiness (a mission essential function) reporting for MDA and reports the status and configuration to a global community of operations centers and organizations.
Serve as the Sensitive Compartmented Information Facility (SCIF) manager.

Qualifications
You may qualify at the NH -03 broadband level , if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below. You must meet 2 of the 3 specialized experiences:
Experience developing approaches to address complex system capabilities and analyze comprehensive data to develop plans, provide advice, and solve a wide range of complex, interrelated problems and issues.
Experience coordinating and overseeing multiple concurrent team activities, featuring evolving requirements and aggressive schedules.
Experience communicating complex, strategic missile defense equities to Flag/General Officers or other senior leaders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
