Duties

The primary purpose of this position is to: To serve as first level supervisor over the Cyberspace Operations Training, Exercise and Plans (TREX) Branch within the Joint Cyber Center (JCC) for US Space Command (USSPACECOM). Develop planning, programming, and requirements guidance; conduct analysis of challenges associated with operations and exercises within United States Space Command to inform senior leadership decisions. Exercise supervisory personnel management responsibilities at least 25% of the time. Plans, organizes, advises, and leads the development of Joint Cyber Center (JCC) contribution to USSPACECOM strategic planning activities. Plans, organizes, advises, and leads JCC Cyberspace Operations Training, and Exercise activities. Represents JCC at a variety of command-internal and external functional area organization for the purposes of maximizing joint exercise integration.

  • This is a Centrally Managed position in the Operations career field.
  • This is a supervisory position. A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

Conditions of Employment (cont.): Position is designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Employee is in a designated position that requires consent and thereafter be subject to and successfully complete, an initial, periodic, and random counterintelligence (CI)-scope polygraph examination as a condition of employment. The employee must successfully take and pass a Counterintelligence Polygraph (CIP) Examination. Incumbent is required to obtain and maintain minimum certification and education requirements outlined in DoD 8140.03, Cyberspace Workforce Qualification And Management Program for the applicable cyber code[s] namely: 751 - Cyber Workforce Developer and Manager, 332 - Cyber Ops Planner, and 752 - Cyber Policy and Strategy Planner. Failure to comply may result in removal from this position. This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing. Drug Testing Designated Position Coding: O-Category II/Type 5 - Sensitive Info. This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Employee is in a designated position that requires consent and thereafter be subject to and successfully complete, an initial, periodic and random counterintelligence (CI)-scope polygraph examination as a condition of employment. Polygraph examinations are considered current when administered within the past five years. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade NH-03 or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector). Examples of specialized experience includes In-depth knowledge of DoD, JCS, and unified command policies, functions and operation in order to evaluate and support the development of plans, policy and procedure to support the organization. Knowledge of military weapon system employment policies, plans, and strategies related to cyberspace operations, or other planned operations in order to coordinate and integrate planned cyberspace effects supporting CCMD planned scheme of maneuver or SECDEF directed national defense activities. Knowledge of cybersecurity principles, operational impacts of cyber security lapses and organizational requirements. For current Federal Employees within General Schedule Pay Plans- Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of DoD, JCS, and unified command policies, functions and operations in order to interpret, evaluate and support the development of plans, policy and procedures to support USSPACECOM, USSSPACECOM Components, Task Forces, and Centers. Comprehensive knowledge of USSSPACECOM mission and forces, including supported and supporting command relationships of apportioned and assigned forces. Familiarity with the USCYBERCOM general support model and the use of Cyber Prioritized Effects List and the Cyber Force Mission Alignment Process to generate support for CCMD objectives. Thorough knowledge of the deliberate and adaptive planning process and the DoD planning, programming, and budgeting system. In-depth knowledge of principles, practices and organizational structure needed to assess feasibility and effectiveness or a range of DoD plans and programs to include Joint Operational Planning and Execution System (JOPES), the Joint Operations Planning Process (JOPP), and development of operational orders affecting USSSPACECOM's cyberspace mission. Thorough understanding of the relationships between USSSPACECOM, Task Forces, Joint Functional Component Commands, various DoD department and other government agencies as it related to defining cyberspace operations requirements for enabling effects supporting USSSPACECOM objectives. Knowledge of military weapon system employment policies, plans and strategies related to cyberspace operations, information operations, space operations, or other planned operations in order to coordinate and integrate planned cyberspace effects supporting CCMD planned scheme of maneuver or SECDEF direct national defense activities. Skill to communicate effectively, both orally and in writing. Skill to analyze, research, present, and negotiate complex and sensitive issues with official of diverse perspectives and view. Ability to organize and participate in or lead study teams tasked to originate new ides, project, and methodologies. Ability to execute project and/or studies within establish financial and/or time constraints. Ability to inspire, motivate, and guide other toward a goal accomplishment. Leadership ability, including the ability to coach, mentor, and challenge subordinates; ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. Knowledge of cybersecurity principles, operational impacts of cybersecurity lapses and organizational requirement (relevant to confidentiality, integrity, availability, authentication, non-repudiation). Knowledge of risk management processes (e.g., methods for assessing and mitigation risk). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
