The primary purpose of this position is: to provide emergency services to the 733rd mission and personnel, as well as police, fire, and medical services to the public by answering emergency 911 calls and responding with appropriate personnel and equipment. Maintain an accurate status of all emergency response equipment and personnel to ensure prompt and accurate response.
Duties
Provides emergency 911-call taking and dispatching services. Determines the nature of the emergency in accordance with established guidelines.
Performs Emergency Medical Dispatch (EMD) services to callers with medical emergencies. Incumbent verifies the location and call back number for a medical patient, and determines the severity of the emergency situation using EMD checklists, in accordance with national standards.
Maintains maps, checklists, and charts, including automated programs. Maintains a current automated outage status file and ensures oncoming senior fire officials receive current outage reports.
Operates and maintains telephones, automated data processing equipment, printers, recorders, facsimile equipment, and other devices installed in the dispatch center.
Prepares and maintains reports and records relating to emergency responses. Prepares Department of Defense Incident Reports, utilizing the correct response codes and categories to complete the response report for each emergency incident, in accordance with published guidelines.

- Incumbent must obtain International Fire Service Accreditation Congress Certification as a Telecommnunicator, Level II within 1 year of being hired.

- Must participate in exercises by relaying accurate information. Must be resourceful and alert to adequately perform duties. A pre-employment physical examination will be required.
- Incumbent must be able to distinguish basic colors, and be able to hear (hearing aid permitted). Requires H-1 profile for entry; must maintain an H-2 profile each year.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions, Dispatching Series, 2151.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of emergency services dispatching procedures, resources and capabilities to perform a full range of dispatching duties. Knowledge of assigned installation and geographic area served. Knowledge of Emergency Medical Dispatcher (EMD) and Cardiopulmonary Resuscitation (CPR) sufficient to instruct callers on rendering medical aid. Knowledge of emergency procedures relative to various types of emergencies such as; structural fire, aircraft crash, HAZMAT situations, police and medical emergencies. Knowledge of installation contingency operations to real world/exercise emergency situations. Knowledge of proper use of communications radios and procedures typical of a 911 dispatch center.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of communications operations in order to effectively gather information and prepare reports and statistical data accurately and quickly.
Knowledge of basic computer operations to include word processing, retrieval, and input of data.
Knowledge of emergency response rules, procedures and operations to resolve a wide range of problems to include location and availability of emergency apparatus, and the type of equipment needed for an emergency.
Ability to read maps which reflect such systems as electrical, water, gas, central heating distribution, sanitary sewer, storm drainage, and pollution control.
Ability to effectively communicate both orally and in writing using a calm and stable demeanor while dealing with emergency situations.
Ability to work independently without immediate supervision.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
