The primary purpose of this position is to provide emergency services to the 733rd mission and personnel, as well as police, fire, and medical services to the public by answering emergency 911 calls and responding with appropriate personnel and equipment.
Duties
Provides emergency 911-call taking and dispatching services
Performs Emergency Medical Dispatch (EMD) services to callers with medical emergencies
Maintains maps, checklists, and charts, including automated programs
Operates and maintains telephones, automated data processing equipment, printers, recorders, facsimile equipment, and other devices installed in the dispatch center
Prepares and maintains reports and records relating to emergency responses

- Incumbent must obtain International Fire Service Accreditation Congress Certification as a Telecommunicator, Level II within 1 year of being hired.

- Subject to pre-employment physical. Incumbent must be able to distinguish basic colors, and be able to hear (hearing aid permitted). Requires H-1 profile for entry; must maintain an H-2 profile each year.
- Incumbent is required to perform critical services regardless of weather conditions or base closure and report to the duty station at the regularly scheduled work time.
- Incumbent must be able to obtain and maintain a current EMD (Emergency Medical Dispatcher) and CPR certification, including initial and follow-on certification. Incumbent must participate in recurrent proficiency training, as directed.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions, Dispatching series, 2151.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes experience in determining type, location and availability of emergency apparatus, kind of apparatus, personnel and equipment needed for emergency incidents. Experience in maintaining a calm and stable demeanor while providing emergency instructions to callers in need of assistance and emergency personnel responding to the situation.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of emergency services dispatching procedures, resources, and capabilities to perform a full range of dispatching duties
Knowledge of assigned installation and geographic area served
Knowledge of Emergency Medical Dispatcher (EMD) and Cardiopulmonary Resuscitation (CPR) sufficient to instruct callers on rendering medical aid.
Knowledge of emergency procedures relative to various types of emergencies such as; structural fire, aircraft crash, HAZMAT situations, police and medical emergencies
Knowledge of installation contingency operations to real world/exercise emergency situations
Knowledge of proper use of communications radios and procedures typical of a 911 dispatch center
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
