The primary purpose of this position is to provide advise and assistance to the Services Director on a broad spectrum of administrative, acquisition, management. Financial and operational subject areas while accomplishing a wide variety of analytical assignments concerned with Squadron operations for the acquisition, management sustainment, storage and distribution.
Duties
Serves as the advisor to the Director, by providing, obtaining, and advising on a variety of management services essential to the direction and efficient operation of the Services Flight.
Monitors overall management effectiveness of the Flight, exercising independent judgment in identifying and isolating unresolved or potential deficiencies and developing proposals for corrective or preventive actions for the Services Director's approval.
Conducts special projects and studies as assigned by the Services Director.
Facilitate and Works in partnership with team member, contractors and with subject matter experts throughout the. Command. Incumbent plans, develops, organizes and implements technical data activities.
Works to achieve and support quality improvement in all products and services.
Exercises supervisory personnel management responsibilities.

- A Secret Clearance is a condition for employment. The employee will be required to maintain a Secret security clearance.
- The employee shares in responsibility for a sound industrial safety program, is required to comply with all applicable safety directives and promptly reports unsafe conditions to the immediate supervisor.
- This position may require the employee lo travel for temporary duty (TOY) away from the normal duty station including overseas travel, in accordance with JTR. Vol. II, and must be willing to travel on military and commercial aircraft.
- The employee may be required to work an uncommon tour.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Comprehensive knowledge of the range of administrative laws, policies, regulations and precedents applicable to the administration of programs. Expert knowledge of principles, techniques and procedures for the assessment and improvement of program effectiveness at MAJCOM. Thorough working knowledge in applying analytical and evaluative criteria to the measurement and improvement of program effectiveness and/or organizational productivity. In-depth knowledgeable in developing new or modified work methods, organizational structures, management processes and/or program administrative procedures.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of Wing, Group, and /or Squadron principles, practices, techniques and procedures.
Knowledge of statistical techniques, which facilitates the effective preparation and interpretation of charts, graphs, reports, etc.
2.Knowledge of the operations, products, services, needs, and goals of the technical data program(s) and the organizations studied or served, and related customers, functions, resources, and users.
3. Knowledge of acquisition, facility, security, safety, health and environmental requirements and guidelines.
4. Ability to effectively communicate verbally and in writing, to include the ability to make formal presentations.
5.Ability lo interface with a wide range of personnel with tact, courtesy, diplomacy and professionalism. Ability to analyze, plan and adjust work operations to meet mission objective within available resources. Ability to recognize and analyze problems, conduct research, summarize results, and makes appropriate recommendations. Ability to research, analyze, interpret and apply rules, regulations, and procedures and advise others.
6. Ability to apply lean, safety, security, and health principles, practices, and procedures and to understand and apply internal management procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
