The primary purpose of this position is to serve as special advisor to the 911 Airlift Wing Commander, directing development and implementation of alternative courses for a broad range of wing policy decisions affecting the airspace, land, facilities, and services required to support the wing mission and future missions, as well as the missions of associate organizations.

Duties

Plans, organizes, and directs the activities of the 911 WG Installation Mission Sustainment Program and the Air Force Community Partnership Program. Manages and leads the Community Initiatives Program. Represents the 911 Airlift Wing Commander with a variety of installation and functional area organizations. Directs preparation of staff review of community partnerships and encroachment issues.

  • Work may require extensive travel away from the normal duty station on military or commercial aircraft.

  • This position is designated as a Key position IAW DoD Directive 1200.7. Duties of this position are essential to the accomplishment of wartime/contingency operations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include developing and/or maintaining strategic partnerships with Government and Public agencies that enhance and/or streamline mission readiness; performing analytical studies using existing plans, programs, and/or processes for initiatives of the organization proffered by city, state, and/or local governments; and maintaining constant awareness of any problems impeding the organization's mission and/or mission airspace. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and experience with the laws, regulations, and processes pertaining to encroachment issues. Historical knowledge of Pittsburgh IAP ARS, PA and the surrounding community is desirable. Ability to guide interdisciplinary and interagency teams and groups and the public with varying scientific, political, cultural, and economic perspectives to develop critical agreements, plans, and guidance for activities beneficial to both the wing, installation, and surrounding community. Ability to effectively communicate with officials at various levels of city, state, federal, and non-governmental organizations, the media, and the public at large. Ability to communicate across social or cultural boundaries. This includes the ability to effectively explain technical material to an audience having diverse backgrounds and expertise. Extensive experience in project management to include programming future year projects and evaluating proposals which include developing or refining solutions or recommendations to complex problems; taking actions that have a significant impact on existing policies and programs; projecting development trends and future needs; and extending existing approaches for integrating community and mission requirements. Knowledge to apply analytical and evaluative methods and techniques to issues concerning the efficient and effective use of airspace. Knowledge and skill to provide staff advisory, planning, and review services and make recommendations on specific problems concerning compatible development that affect mission effectiveness as well as air traffic and airspace use, and the ability and professional stature to support and defend, as well as influence decisions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
