Branch Overview
The Simulation and Integration (SIB) Branch conducts applied research and development (R&D) to mature synthetic training capabilities for the Dismounted Soldier; accelerate sensor to shooter timelines; conduct rapid prototyping, integration, fielding, and field support of electro-optic infrared (EO/IR) based force protection capabilities; and provides direct, embedded technical support to Product Managers (PdM). This customer funded Branch leverages the 6.2 and 6.3 funded capabilities from across the Modeling and Simulation Division to enable PdMs, Capability Developers, Cross Functional Teams and external organizations mature and field new capabilities and technologies.
DUTIES
Serve as Branch Chief of the Simulation and Integration (SIB) Branch responsible for supervising, and managing the professional, technical, and administrative work of a highly skilled workforce of engineers and scientists performing simulation, integration, field support.
Lead and manage the vision and alignment of a technical staff performing customer funded R&D, systems development, and technical support.
Create, plan, and oversee simulation and integration projects and programs. Identify, shape, and communicate the goals of the Branch. Perform strategic decision-making and coordination of technical efforts with others within and outside the Branch.
Resource planning, prioritization, budgeting, execution and reporting to meet Army needs and deliver transitional technologies and solutions to internal partners, Army Program Managers, Cross Functional Teams, and external customers.
Support existing customers, identify new customers and opportunities, develop proposals, statements of work, funding agreements, and secure funding to fully fund the Branch.
Supervise and manage Branch duty assignments, performance assessments, training and team building to promote a productive and capable workforce. Resolve employee complaints and initiate disciplinary or performance-based actions as required.
The Branch Chief will report to and consistently communicate with the Division Chief and Chief Engineer/Scientist to ensure strategic alignment, coordination and execution of the Modeling and Simulation Division's mission.
Provide mentorship to all subordinate personnel. Identify and assist in planning for Branch training needs. Disseminate timely information to the Branch and address concerns.
Spend at least 25% of time carrying out supervisory responsibilities over a DB-03 and DB-04 workforce.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires temporary duty (TDY) travel up to 25% of the time.
- This is an Defense Acquisition Workforce (AWF) position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
- This position requires Practitioner certification in Acquisition Career Field “Engineering and Technical Management” or the incumbent must be able to obtain certification within 60 months of appointment.
- Financial Disclosure OGE 450 is required upon entering the position and annually.
- The employee travels more than 25% of the time in a Temporary Duty (TDY) status. He or she is subject to travel on short notice (i.e., less than 24 hours' notice).
- This is a Critical Acquisition Position- Not Division Head
- for Critical Acquisition Position- Incumbent must execute 3-year tenure agreement.
- This is a Drug testing designated position and the incumbent is required to complete a drug test prior to appointment and periodically thereafter DA Form 5019.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret (SCI) security clearance or access for the duration of employment.
- Supervisor probationary period for newly (promoted/selected) supervisors is one years. Existing Federal employees who are competitively selected or reassigned to a supervisory position will be required to complete a supervisory probationary period.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Planning, resourcing, and leading engineers, scientists, engineering technicians, and support staff in the execution of complex modeling and simulation, applied research, advanced technology development, experimentation, integration, and fielding of Electro Optical Infrared Systems (EO/IR) systems; 2) Providing support to customers with EO/IR sensor modeling, simulation, and integration of sensor systems and subsystems in laboratory and field environments; 3) Developing technology roadmaps, engineering initiatives, and new programs to identify courses of action to solve technical and strategic problems to manage resources; and 4) Preparing technical correspondence and using oral communication skills to discuss complex technical issues (EO/IR; Modeling, Simulation & Integration topics) with both technical experts, and non-expert senior leaders, General Officers/Senior Executive Service (GO/SES); This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-03 or GS-14).
