About the Position: The Army's C5ISR Center enables the networked Warfighter by discovering, developing, and rapidly delivering innovative technologies that enable decisive lethality through information dominance in Multi-Domain Operations. This is a Temporary Promotion not to exceed five years position. Temporary promotions or reassignments may be extended in up to five year increments for candidates who are current federal employees and may be made permanent without further competition.

Duties

Serve as a Technical Manager and Supervisor administering a major engineering, scientific, and technical competency areas having national and international impact within the RTI’s mission and vision. Provide stewardship, consultation, and encouragement for complex and creative mission critical research pursuits in fields closely related to the RTI Soldier and Platform Mission Equipment (SPME) Portfolio mission. Plan and prepare comprehensive program plans (cost, deliverables, schedules, budgets, forecasts, etc.) for the execution of multifaceted projects. Negotiate and resolve complex technical issues (e.g. authority, responsibility, scientific and engineering compromises, etc.) for the RTI. Review technical accomplishments and statuses of projects and ensures that technical requirements and objectives are accomplished. Manage the execution of funds for projects and personnel. Support the collaboration and coordination of efforts (e.g. 6.2 programs to 6.3 programs) across the directorate. Furnish highly advanced technical guidance and recommendations to top level administrative and technical management officials within Army, DoD, other Government agencies, and outside organizations such as academia. Act as consultant to DA, other government agencies, and the professional community for critical evaluation and advice on proposed ground-breaking projects, new approaches and complex problems at the frontiers of science and technology. Primarily manages complex mission critical research and development in fields closely related to the RTI SPME mission. Carry out technical managerial responsibilities involving technical planning and oversight of work accomplished through Federal civil service employees, assigned military members, and others to include contractors. Develop and oversee roadmaps and long and short range plans or revisions that integrate facility, personnel, and technical skill resources for acquisition, divestment, restructuring, and retention of in-house expertise. Identify, acquire and maintain facilities and equipment necessary to support technical and programmatic strategies and to enhance core competencies. Advocates for changes to priorities across SPME. Work with the RTI Director, Principal Deputy Director, peers, and other executive leaders on critical issues and long term strategy involving the vision, mission, goals, objectives and key initiatives of the organization. Serve as a nexus for coordination and communication with PEO, PM, CDID, CFT and other partners and stakeholders ensuring requirements and acquisition approaches are appropriately informed by Army technological developments. As a supervisor, manage, supervise, and oversee a staff of senior level engineers, scientists, expert technologists, as well as various supporting personnel. The work is typically subdivided into subordinate branches, teams or similar structures and personnel are primarily professional, full performance, and experts who are usually managed through subordinate supervisors. Recruit, hire, train, and retain a world class technical work force. Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a TS/SCI security clearance/access. However, the TS/SCI is not required at the time of appointment.
  • This position is subject to a pre-employment screening, and random testing thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations.
  • May be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position.
  • This is a Critical Acquisition Position (CAP). Must be a member of an Acquisition Corps at the time of appointment or eligible for a waiver.
  • This position requires you to a Financial Disclosure Statement, OGE-278 (5CFR part 2634, Subpart-B) upon entry, and annually thereafter, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
  • Appointment to this position is subject to an extended probationary period of three years for the Engineers and Scientists Occupational Family. While probationary the incumbent can be terminated with limited appeal rights.
  • This position requires a one year supervisory probationary period.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 60 months as of entrance on duty.

For this position, education cannot be substituted for the lack of specialized experience. Basic Engineering Education Requirement: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:1.Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2.Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.3.Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.4.Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (You MUST submit a copy of your transcripts along with a letter of reference stating that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. The letter must be signed by the engineer who provided the professional engineer supervision. It must also include their name, phone number, and list their engineer credentials such as engineer education or professional certificates). Basic Physicist Education Requirements: A degree in physics; or related degree that included at least 24 semester hours in physics. The courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound. OR Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. Education

Basic Computer Scientist Education Requirement:
Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.
