The incumbent works under the direction of the OWCP IT PMO Director and Deputy Director, and closely with the Office of the Chief Information Officer (OCIO), the Chief Evaluation Office (CEO), the Privacy Office, and technologists to design, implement, secure and manage technology solutions that enable the effective and cost-efficient storage, maintenance, integration and use of data by agency stakeholders. This position is Inside the bargaining unit.

Duties

For Chief Data Steward, GS-0301-15: The incumbent will perform the following duties - Apply an extensive range and depth of program and technical expertise as well as in-depth program judgment and ingenuity to develop short and long-range data management plans, options and alternatives. Provide recommendations to novel problems that require an unprecedented course of action in the absence of available references that arise in data management program areas. Utilize analytical knowledge and skill in identifying problems as they occur, determining the source of a problem and taking necessary steps to resolve the issue. Develop recommendations to change management policies and practices to improve efficiency and effectiveness of the organization. Responsible for making sure the data governance structure remains responsive to the changing needs, policies, and regulations of the agency, including internal and external demands that require the agency to add new data management and analytics capabilities. Lead the development and maintenance of an enterprise data model, including a data taxonomy that aligns with the agency's statutory and strategic frameworks and enables the efficient and effective management and use of data by key customers and stakeholders, as well as maintaining all System of Records Notices (SORNs), and assuring adherence to the Privacy Act and other data privacy/security requirements. Establish and maintain a data architecture schema that aligns with the agency's business strategy, working with IT specialists, OWCP personnel, and other DOL stakeholders to facilitate effective data architecture from the business data use and management perspective. Collaborate with IT teams to design and build application programming interfaces (APIs), data warehouses, data lakes, and data marts, as appropriate, and other tools to support flexible, reliable, and secure access to data by internal and external data customers and systems.

Requirements

Qualifications

For Chief Data Steward, GS-0301-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for Chief Data Steward, GS-0301-15 includes: 1) Applying laws, regulations, and policies such as the Privacy Act of 1974, Freedom of Information Act (FOIA), and all Federal laws associated with data when identifying program initiatives relating to Artificial intelligence (AI), implementing a new data system, and reports. 2) Establishing comprehensive data management policies and procedures, including enterprise-wide data governance and ownership (overseen by the Office of the Chief Information Officer (OCIO)), as well as security protocols, data modeling, customer data management, data quality assurance, and data integration management. 3) Independently plan and lead teams; organize work and set priorities; determine short- or long-term goals and strategies; identify resource requirements; and coordinate work from diverse stakeholders. 4) Planning, development, and implementation of workers' compensation or health benefit data management operations.

Education

There is no education substitution for experience at the GS-15 grade level.
