About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is for the U.S. Army Medical Command, Dwight D Eisenhower Army Medical Center located at Fort Eisenhower, GA.
Duties
Determines the impact of potential adverse or derogatory information, exercises personal judgment and discretion to evaluate the nature of information received and its potential effect upon security and recommends appropriate action.
Supervises military and civilian employees engaged in performing information, personnel, and physical security functions; employee training, development and career management; and short- and long-range operations planning.
Manages and oversees the DDEAMCs Information Security Program in accordance with established Army Regulations and other applicable directives to protect classified and unclassified sensitive information.
Schedules and conducts staff assistance visits/compliance inspections, to include briefing, closeout briefings identifying procedures, violations or weaknesses evaluate regulatory compliance and program effectiveness
Serves as the Counterintelligence and Security Officer (CISO), classified document custodian, and Freedom of Information (FOIA) assistant.
Serves as the civilian Career Program Coordinator and manages training program for all security and intelligence personnel.
Serves as the Management Control Program Administrator for USAMITC and prepares the annual assurance statement.
Requirements
- Must obtain and maintain a Top Secret with access to Sensitive Compartmented Information (SCI) security clearance.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Requires Temporary Duty (TDY) travel up to 10% of the time.
- Two-year trial period may be required.
- This position has been identified for the Security Professional Education Development (SPeD) Certification Program. The incumbent must obtain the core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within two years.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience implementing policies in two or more of the following disciplines: Physical Security, Information Security, Personnel Security, Operations Security or Planning and Quality Management; AND manage training programs for personnel in order to meet organizational objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09).

A Ph.D or equivalent Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Political Science, International Relations/Foreign Affairs, Geography, Security Management/Administrations, Criminal Justice, Psychology, History, or Law. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
