You will serve as a Deputy Director in the Crane Design Division, Engineering Directorate, of the Navy Crane Center (NCC) of NCC.
Duties
You will advise (e.g., problem investigation, analysis, and resolution) to assist with projects pertaining to design, installation, maintenance or repair.
You will create engineering project schedules to ensure on-time completion of deliverables.
You will develop methods for resolving system engineering design challenges.
You will analyze test procedures or methods to evaluate system requirements or performance.
You will collect technical data of contractor work specifications to support professional engineering analysis.

Qualifications
This position has an SPF which is CURRENT registration as a Professional Engineer (PE) in any State, the District of Columbia, the Commonwealth of Puerto Rico, or Guam. Do you meet this requirement? A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement.
In addition to the basic education and Selective Placement Factor, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying a full mastery of professional mechanical, electrical, or structural engineering, as well as multi-discipline engineering principles and established industry practices needed to monitor, review, assist, and manage the development of detailed technical specifications, to be used in the procurement of all types of weight handling equipment; 2) Assisting in the resolution of the most difficult problems of nonrecurring nature, and analyzing assigned project requirements identifying potential problem areas as they occur, not specific to a particular engineering discipline; 3) Reviewing and approving mechanical, electrical, and structural designs and calculations prepared by others, methods of analyses, logic of complex or uncommon types of control systems, electrical equipment and component selection, material requirements, properties and characteristics, and fabrication/assembly drawings of complex or uncommon types of weight handling equipment, which are not available from applicable reference books or industry publications, including the review of the preliminary estimates of key loads and dimensions and main component ratings/sizes for the procurement of all types of weight handling equipment; and 4) Performing very difficult investigations of special problems such as stress analysis, evaluation of distribution of loads, the logic of complex or uncommon types of control systems, and other problems requiring a high degree of knowledge in the fields of engineering theory, design, mechanics, mathematics, as applicable to electrical, mechanical, and structural engineering disciplines.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
