You will serve as a SUPERVISORY GENERAL ENGINEER in the Submarine Maintenance Engineering, Planning, and Procurement Activity of SUBMEPP ACTIVITY.

Duties

You will serve as the Deputy Director of Submarine Maintenance Engineering, Planning and Procurement Activity, in that capacity as a principal advisor to the Executive Director on the development of policies, procedures and initiatives. You will develop long-range plans for their staff; evaluate and redefine programs and objectives; and make decisions, or participate in making decisions, which affect other programs of SUBMEPP as well as their own. You will establish schedules for their staff work. You will monitor start dates, intermediate progress and finish dates to assure compliance. You will confer with subordinates to discuss major technical aspects of the work and to resolve controversial issues. You will review work performance, develop employees through training and work assignments, approve leave, conduct periodic performance evaluations and provide annual performance ratings. You will establish oversight of funding to ensure that financial and fiduciary responsibilities are carried out; and review, assess, and recommend revised budgets and requirements, and work directly with sponsors to obtain necessary funding. You will monitor the workload/workforce balance and take appropriate actions to maintain balance as needed.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level/pay band NH-03 (GS-13) in the federal service or equivalent experience in the private or public sector as a professional engineer providing management oversight of long-range plans by overseeing operational efficiency programs to support the maintenance and modernization for submarines and submersible platforms. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
