About the Position: The primary purpose of this position is to serve as a professional Education Counselor in the Army Continuing Education System (ACES) Program providing the full range of general education and career development counseling.

Duties

Serve as the Alternate Test Control Officer for the Army Personnel Testing Program, if necessary. Display professional knowledge of post-secondary education, state and national general education governing agencies, and of MOS and other military. Conduct periodic follow-ups to ensure individuals are working toward their established career goals as initially developed or if a modification is needed. Help individuals establish plans for meeting their goals by providing information about available opportunities. Work issues relating to enrollment in college classes. Conduct surveys of education needs and preferences. Provide assistance to personnel applying for scholarships, education allowances, and grants. Help individuals establish plans for meeting their goals by providing information about available opportunities to include not only technical MOS-relate. Counsel individuals to help them develop and achieve their education objectives including credentialing/licensure, a valid military career goal and subsequent civilian occupation. Provide counseling to aid the individual in career decision making. Ensure all client needs are carefully explored and validated through a process of counselor initiated questions directed to clients. Conduct periodic group/unit counseling sessions to explain the scope of the education program, its benefits, tuition assistance availability. Conduct education briefings for groups or units to inform them of the entire education program. Engage in work with individuals in remote parts of assigned geographic area of support.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • TDY may be required 5% of the time.
  • Position requires a National Security Checks with Inquires (NACI) Background Investigation.

Qualifications

Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position. Position may be filled as a Term Appointment NTE 2 years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. This is an obligated position. Basic Requirement for Guidance Counselor at the GS-09 grade level or equivalent pay band in the Federal Service: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the following areas, with at least one course from (1) or (2). For guidance counselor positions, a college or university-sponsored practicum in counseling is also required. (1)Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests; (2) Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities; (3) Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs; (4) Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs; (5) Teaching methods: Study of teaching strategies and learning styles of the adult learner; (6) Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation; (7) Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems; OR (8) Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Providing counseling to individuals on educational programs; 2) Determining the educational needs of eligible individuals through educational interest surveys; 3) Assessing individual education and career goals; AND 4) Monitoring individual educational progress. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education Substitution for Specialized Experience: To qualify based on your education you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Guidance Counselor. (Note: You must attach a copy of your transcripts.) OR Combination of Experience and Education Substitution for Specialized Experience: To qualify based on a combination you must have specialized experience as described in A, but less than one year; and at least one year of graduate education as described in B, but less than the required two years. You must compute the percentage of the requirements that you meet, and the total must be at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.) Note: For guidance counselor positions, a college or university-sponsored practicum in counseling is also required. (Please provide documentation of your practicum.) You will be evaluated on the basis of your level of competency in the following areas: Education ManagementEducational Service ProgramsGuidance CounselingOral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
