About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Belvoir, VA

Duties

Serves as an Intelligence Subject Matter Expert for highly unique special operations targets of operational and intelligence interest to the command. Applies expert knowledge of HUMINT, SIGINT, IMINT, MASINT, IO, related analysis and signal processing to investigate and develop new techniques. Serves as All Source Intelligence Analyst responsible for detailed, multi-disciplined intelligence analysis. Coordinates analytical recommendations to meet consumer requirement and established updated procedures of analysis to deal with specific intelligence system problems. Conducts in-depth research and analysis using various intelligence data systems, databases and repositories. Prepares analysis planning to close intelligence systems infrastructure gaps and create efficient joint environments to identify and neutralize our nation's security threat. Represents the command during coordination and liaison with counterparts throughout the national intelligence community, intelligence and operational staffs of the Unified Commands, military services, and government agencies.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with Sensitive Compartmented Information SCI access for the duration of employment.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • This position is Deployable and is expected to travel OCONUS on a regular, rotating basis and/or on short notice.
  • A physical is REQUIRED as a condition of employment prior to EOD and as needed, thereafter. Immunizations are required for the deployed location
  • May be subjected to short notice recall. Must reside within 50-mile radius of duty location.
  • This position may require Temporary Duty (TDY) 30 days or less CONUS/OCONUS to non-combat areas.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • This position has been designated “Weather Essential”. In the event of severe weather conditions or other such emergency type situations the incumbent may be required to report to work or remain at work to support the mission operations
  • May be required to apply for Staff Like Access (SLA) certification.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.

Experience with coordinating, deconflicting, synchronizing, and otherwise supporting DoD/IC HUMINT activities; AND 3. Experience conducting all-source analysis and delivering detailed findings to support ongoing operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
